Blanket Purchase Agreement (BPA)
Part 1
General Information
1. General: This is a non-personal service(s) contract under which the personnel rendering
the service(s) are not subject, either by the contract’s terms or by the manner of its
administration, to the supervision and control usually prevailing in relationships between the
Government and its employees.
1.1 Description of Services/Introduction: This is a non-personal service(s) contract to
provide Fire Extinguishers Inspection, Maintenance, Repair, Refill/Recharge, Testing and
disposal.
1.2 Background: The purpose of this contract is to obtain maintenance support for Maneuver
Center of Excellence (MCoE) fire extinguishers both Basic Issue Items (BII) for vehicles and
Buildings. Currently we purchase fire extinguishers thru GCSS-Army either Class II or IX. This
contract is for the entire MCoE to use for building Fire Extinguishers with their own Line of
Accounting (LOA), with DOTS as the lead/manager. All vehicle BII fire extinguishers will be
done by the DOTS. Fire extinguishers are a requirement for maintenance support, part of
vehicle BII, and a requirement for buildings by the Fire Department and Staff Inspection
Program (SIP). If we do not keep this capability then this will affect the Operational Readiness
(OR) rates of MCoE vehicles, and we will fail facility/building inspections. This will degrade
training and will cause non conducts and will affect ARP RI NT, and cause mission failure.
Training will cease and will affect graduation requirements. All requirements are per NFPA-10,
AR 420-1 and MCoE regulation 420-90.
1.3 Scope: The Contractor shall provide non-personal service(s) for annual inspection,
maintenance/repair, refill/recharge/discharge, disposal and hydrostatic testing for all fire
extinguishers utilized by DOTS and all MCoE Training Brigades for facilities and vehicles per
Army Regulation. The contractor shall inspect, service, test and refill/recharge/discharge or
dispose of the extinguishers as the regulation outlines. Contractor shall furnish all supervision,
licensed personnel, equipment, tools, labor, material, parts, transportation, and waste disposal
necessary to perform the required work for the extinguishers. The services requested will not
be for all extinguishers at one time but as they become unserviceable and/or they are due
routine services. Each BPA call will have a maximum completion window of 10 Calendar days
after placement. The Contractor shall come to 1x location where all fire extinguishers will be
located, the contractor will NEVER get the fire extinguishers from the vehicles or the buildings.
The estimated number of fire extinguishers is 2,050 per each year of a five (5) year ordering
period. The contractor shall be able to gain access onto Fort Benning, GA to pick up and/or
deliver the

various types of fire extinguishers as required. The types of extinguishers requiring service
include Co2, and Dry Chemical in sizes ranging from 2.5 pounds up to 50 pounds. MCoE
organizations and DOTS have various types of buildings which will require Multipurpose Dry
Chemical fire extinguishers such as Class A, B, and C. Extinguisher components requiring
servicing and repair shall include O-ring, valve stems, gauges, hose bands and clips, pull pin,
nozzles, or as deemed necessary, all other fire extinguisher components. Upon annual
inspection, all repairs will require an approved quote prior to service completion. If the cost of
repair exceeds the cost of replacement, then replacement by the Government will be required.
Type 1 fire extinguishers (Co2) can be inspected and refilled/recharged but cannot be serviced
with non-Army parts so if parts are needed, they will be disposed of by the contractor.
Contractor shall ensure that all unrepairable Type 1 fire extinguishers (Co2) are fully
discharged to facilitate proper disposal by the contractor. Type 2 fire extinguisher will be
inspected, tested serviced, repaired and refilled/recharged/discharged or disposed of as the
regulation outlines, by the contractor.
1.4 Objectives: The objective of this contract is to provide for annual inspection,
maintenance/repair, refill/recharge/discharge, disposal and hydrostatic testing (as required) for
all fire extinguishers utilized by DOTS and all MCoE Training Brigades for facilities and
vehicles per Army Regulation.
1.5 General Information:
1.5.1 Quality Control Plan (QCP): The Contractor shall develop and maintain a QCP to
ensure services are performed in accordance with (IAW) this PWS and FAR 12.105. The
Contractor shall develop and implement procedures to identify, prevent, and ensure non-
recurrence of defective services. The Contractor's QCP is the means by which it assures that
the work provided complies with the requirements of the contract.
The Contractor’s Proposed QCP shall be submitted to the Contracting Officer (KO) through the
Contracting Officer’s Representative (COR) for review within ten (10) days after date of
contract award. The Government will review and either notify the Contractor in writing of
acceptance of the plan or return their comments to the Contractor within ten (10) days. If the
Government has provided comments, the Contractor shall then have ten (10) days to submit a
Final QCP. After receipt of the Final QCP, the Contractor may receive the Contracting
Officer’s acceptance in writing. Any proposed changes to the accepted QCP are required to
be resubmitted for acceptance by the Contracting Officer no later than ten (10) days prior to
the anticipated change, and before implementation by the Contractor. The timeline noted
above will apply for review and acceptance for proposed changes. At a minimum, the QCP
must include and answer the following to be acceptable:
