Description

Performance Work Statement (PWS) Fire Hose and Ground Ladder Inspection and Service Testing 1.0 Scope The Contractor shall provide all personnel, supervision, labor, materials, tools, test equipment, transportation, and quality control necessary to perform comprehensive inspection, service testing, documentation, and reporting of Government-owned fire hose, ground ladders, and associated equipment. All work shall comply with NFPA 1962, NFPA 1932, and NFPA 1930, Marine Corps Fire & Emergency Services (F&ES) Program requirements, and all applicable federal, state, and local regulations. The intent is to ensure all fire hose and ground ladders are safe, serviceable, mission-ready, and fully compliant with current standards. 2.0 Applicable Documents The Contractor shall comply with the most current editions of the following documents. The Contractor is responsible for obtaining and understanding all referenced documents. Document Reference Title / Description NFPA 1962 / 1930 Standard for Care, Use, Inspection, Service Testing, and Replacement of Fire Hose NFPA 1932 / 1930 Standard on Use, Maintenance, and Service Testing of In-Service Fire Department Ground Ladders MCO 11000.11 Marine Corps Fire Protection and Emergency Services Program 46 CFR 107.257 Marine Fire Hose Testing (if applicable) OSHA 29 CFR 1910 General Industry Safety Standards OEM Specifications Manufacturer specifications for hose, couplings, appliances, and ground ladders 3.0 Requirements 3.1 Pre-Work Coordination The Contractor shall not commence any on-site operations, equipment mobilization, or testing activities until the Government Representative (GR) has formally approved the proposed testing schedule. To facilitate this approval, the Contractor shall: • Conduct a kickoff meeting with the Government representative. • Review inventory lists for both hoses and ladders and reconcile discrepancies. • Establish a testing schedule that minimizes operational impact. • Identify space, water supply, ladder staging areas, and safety considerations. 3.2 Fire Hose Inspection The Contractor shall perform a detailed inspection of each hose section prior to testing. Findings shall be documented for each section. Inspection Area Specific Criteria to Evaluate -- 1 of 7 -- Jacket Condition Abrasions, cuts, burns, mildew, rot, chemical exposure. Coupling Condition Slippage, corrosion, deformation, missing lugs, gasket integrity. Liner Condition Delamination, blistering, internal separation. Identification Verification of length, diameter, type, ID numbers, and legibility of markings. 3.3 Ground Ladder Inspection The Contractor shall perform a detailed visual and mechanical inspection of each ground ladder prior to load testing. Inspection Area Specific Criteria to Evaluate Structural Integrity Rungs (tightness/deformation), beams, welds, rivets, and bolts for gouges, cracks, or deformation. Mechanical Parts Halyards (fraying), pulleys (free rotation), pawls/dogs (proper engagement and spring action), and roof hooks. Heat Sensors Verification of presence, correct placement, and condition of heat sensor labels. (Contractor shall replace expired or activated labels as incidental to the service). Fiberglass (if applicable) Checks for surface checking, cracks, or UV degradation. 3.4 Fire Hose Service Testing Requirements The Contractor shall conduct service testing in accordance with NFPA 1962/1930. Any hose that fails shall be immediately depressurized, tagged, and segregated. Hose Type Minimum Test Pressure Testing Procedures Attack Hose 300 psi minimum Controlled pressurization using calibrated equipment. Supply Hose 200 psi minimum Monitoring for leaks, jacket defects, and coupling movement. Booster Hose 110% of max working pressure Measurement of elongation and twist. Marine/Shipboard 100 psi minimum (if applicable) Recording test duration and pressure stability. 3.5 Ground Ladder Service Testing Requirements The Contractor shall conduct service testing in accordance with NFPA 1932/1930. Test Type Testing Procedures & Criteria Horizontal Bending Test Apply pre-load and test loads using calibrated weights or load cells. Measure center deflection and recovery to verify structural integrity. -- 2 of 7 -- Hardware / Pompier Test Load test roof hooks and extension ladder hardware to NFPA specifications. Pass/Fail Criteria Any ladder exhibiting permanent deformation beyond NFPA allowances, or hardware failure, must be immediately tagged "OUT OF SERVICE." 3.6 Post Testing Asset Management The Contractor shall process all tested equipment immediately following inspection to ensure Quantico Fire & Emergency maintains operational readiness. Post-testing, the Contractor shall: Equipment Type Required Handling Procedures Fire Hose Drain, dry, and clean as required. Repack on racks, reels, or apparatus as directed. Lay out in straight lines not exceeding 300 ft per test line. Ground Ladders Clean rails and rungs. Re-lubricate halyards and pawls as required by OEM. Return to apparatus or storage brackets as directed. Failed Equipment Tag failed hose/ladders with detailed defect information. Provide recommendations for repair or replacement. 3.7 Contractor-Provided Equipment The Contractor shall provide all labor, materials, tools, and testing apparatus required to execute the services defined in this PWS. The Contractor shall ensure all testing equipment is fully operational and possesses current calibration certificates. (Calibration certificates must be submitted to the Government Representative prior to the commencement of work). The Contractor-furnished equipment shall include, but is not limited to: • Hose Testing Apparatus: Hydrostatic test pumps, manifolds, and pressure gauges calibrated to National Institute of Standards and Technology (NIST) standards. • Ladder Testing Apparatus: Calibrated dead weights or load cell equipment required to conduct NFPA- compliant horizontal bending tests. • Consumables:
