1. PART 1 - GENERAL
a. Scope Of Work:
The intent of this Statement of Work (SOW) is to have the contractor
replace the existing front gate at USCG Sector Humboldt Bay, located at
1001 Lycoming Ave, McKinleyville, CA 95519, with a like-in-kind gate
designed to accommodate a larger opening. All materials used to
accomplish the tasks in this SOW shall adhere to applicable ASTM
standards and specifications for gate systems, structural steel, and
construction components. Final gate installation must ensure seamless
operation, including secure latch mechanisms, smooth motor operation,
and operational safety components to meet UL and OSHA standards. All
gate components shall be corrosion-resistant or treated with weather-
resistant coatings as per industry standards, such as ASTM A123 for zinc
coating and ASTM D2244 for color retention if painting is required.

i. Contract Manager
The contractor shall provide a contract manager who shall be
responsible for the performance of the work.
The contract manager or alternate must have full authority to act
for the contractor on all contract matters relating to daily
operation of this contract.
The contact manager or alternates must be able to read, write,
speak, and understand English.
ii. Contractor Employees

The contractor shall not employ persons for work on this contract
if such employee is considered by the contracting officer to be a
potential threat to the health, safety, security, general well-being,
or operational mission of the installation and its population.
Contactor personnel shall present a neat appearance and be
easily recognized as contractor employees.
The contractor shall not employ any person who is an employee of
the U. S. Government if employing that person would create a
conflict of interest. If the person is an employee of the U. S. Coast
Guard, they may not be employed unless such person seeks and
receives approval according to U. S. Coast Guard regulations.
e. Security Requirements
Due to heightened Security at USCG Facilities, all contractor employees
performing tasks related to this SOW, while onboard a Coast Guard
facility, shall have proper valid identification. Time spent undergoing
entrance to USCG facilities will not be considered a government delay of
work or differing site condition.
f. Hours of Operation
The contractor shall be allowed access to the work site during the
following hours:
Monday through Friday between 08:00 am and 04:00 pm not including
federal holidays or base closure.
If circumstances should arise where the contractor desires a work
schedule different than the days and times above, the contractor shall
request the change in writing to the contracting officer or onsite Point of
Contact (POC) a minimum of 24 hours before execution of the requested
adjusted work schedule. If the desired schedule change is to be effective
on a Monday, the request must be submitted prior to 9:00 am on the
Friday prior to commencement of work.
2. PART 2 - DEFINITIONS
a. General Definitions
When the SOW, solicitation provision, or contract clause uses a word or
term that is defined in the Federal Acquisition Regulations (FAR), the word
or term has the same meaning as the definition as contained in section
2.101 of the FAR.

Defective Service: A service or commodity output that does not meet the
standard of performance requirement specified in the contract for that
service or commodity.
Quality Assurance: A planned and systematic pattern of all government
actions necessary to provide confidence that adequate technical
requirements are established; products and services conform to
established technical requirements; and satisfactory performance is
achieved. Quality assurance refers to actions by the government
assurance functions for a contracted service.
Quality Control: Those actions taken by a contractor to control the
production of outputs to ensure that they conform to the contract
requirements.
3. PART 3 - GOVERNMENT FURNISHED PROPERTY AND SERVICES
a. The following utilities are available for use at no cost by the contractor:
The government shall provide access to 110 V electrical power. The
contractor shall coordinate with the POC for access points and any
specific connection requirements. The contractor is responsible for the
installation and maintenance of any temporary connections or
extensions unless otherwise specified. Energy consumption must adhere
to requirements specified in FAR 52.236-14 ("Availability and Use of
Utility Services") to ensure proper use and avoid waste. The contractor
shall ensure equipment used is compatible with the 110 V power supply
and adheres to safety standards. Any additional power needs beyond the
government-furnished 110 V electrical utility may require prior approval
and be at the contractor's expense.
4. PART 4 - CONTRACTOR FURNISHED ITEMS AND SERVICES
Except for those items, services, or commodities specifically stated in
part 3 above as government furnished, the contractor shall furnish all
labor, materials, and equipment required to perform the tasks in this
SOW.
5. PART 5 - SPECIFIC TASKS
The contractor shall replace the existing front gate at USCG Sector
Humboldt Bay, located at 1001 Lycoming Ave, McKinleyville, CA 95519,
with a like-in-kind gate designed to accommodate a larger opening and all
associated mechanical systems. The existing concrete curb and bollards
shall be relocated closer to the edge of the asphalt to facilitate the entry
