STATEMENT OF WORK (SOW)
FOR
BARNES CENTER INTERIOR CLEANING
1.0 GENERAL
1.1 BACKGROUND
The Barnes Center facility (G1143, Air Force SNCO Academy) that is located at Maxwell AFB,
Gunter Annex, AL, requires interior cleaning services. These facilities accumulate dirt, mold,
mildew, and environmental debris, which pose safety hazards and negatively impacts the
installation’s appearance. Maintaining clean and sanitary facilities is critical for the safety and
professionalism appearance for visitors, DV’s, 45 staff members, and approximately 4,500
SNCOA attendees annually. This requirement encompasses cleaning of the 115,632 sq ft building
all surfaces above 9ft in height from each of the building’s floor levels.
2.0 SUMMARY OF WORK
The description of work covered by these specifications consists of furnishing all labor, equipment,
materials and performing all cleaning operations at Barnes Center facility (G1143) located at
Gunter Annex, Maxwell Air Force Base in Montgomery AL. The work will be outlined below in strict
accordance with these specifications and subject to the terms of and conditions of the contract.
The general work consists of the following:
Provide labor/materials to perform a one-time interior cleaning by deep cleaning the interior
surfaces of the building. The contractor is to ensure cleaning products and tools are compatible
with surfaces ensuring no damage or staining of surfaces occurs. If ladders, lifts, tools or other
items are used to obtain better position to clean surface areas, floor and surface protection will be
used to prevent damage to interior items such as flooring, walls, furniture, wall decorations, art,
and any other interior surface. Contractors are additionally required to take extra precautions
when using products so as not to damage interior surfaces items due to over spray. The
contractor is responsible for all measurements and calculations required to complete the contract.
All work must meet state, federal codes and comply with OSHA standards.
Contractor, at the conclusion of the project, shall ensure any disturbed areas are restored to an
“as found” condition; damaged areas shall be addressed, tire marks/damage, as well as any
damaged caused to tile, any interior or exterior items and concrete cart paths/sidewalks shall be
restored.
Contractor shall maintain a clear, hazard free, safe workplace and ensure the site is secured and
free of safety hazards during and after work begins. Contractor shall maintain cordoned off area

where active work is being performed to protect non-contractor personnel from entering the areas
being cleaned to prevent accidents/mishaps. Contractor will coordinate with the contract
representative for approval prior to cording off any work areas.
Clean Up: At the end of each working day the Contractor shall clean up the work site which
includes the work area(s), and any other area(s) affected by the cleaning process.
Contractor will coordinate with the contract representative for approval of contractor lay-down
areas both exterior and interior needed for staging vehicles, equipment and supplies. All
trailers/equipment left on base overnight must have storage location approved with proper
identification (Contractor’s company name and phone number) visible.
2.1 SCOPE
The Contractor shall provide all personnel, equipment, supplies, materials, transportation, tools,
supervision, and other items necessary to include lifts, scaffolding, ladder or other equipment to
reach 40ft servicing height to perform one-time comprehensive interior cleaning and debris
removal services for the designated building at the Barnes Center facility (building G1143) located
at Maxwell AFB, Gunter Annex, AL. Services shall include cleaning all building interiors above 9ft
in height. The height shall be measured above each of the building’s floor levels (foot traffic level)
directly above. The contractor shall ensure compliance with all applicable environmental, safety,
and operational standards.
2.2 OBJECTIVE
The objective is to maintain designated building exteriors in a clean, safe, and professional
condition by eliminating dirt, grime, mold, mildew, and other contaminants. This supports the
Barnes Center operational standards, safety, and longevity of facilities.
2.3 APPLICABLE STANDARDS
The Contractor shall comply with the following 42 ABW Environmental Management standards:
1) No chemicals can be used on historic buildings.
2) No pressure washing lead-based painted surfaces.
3) No pressure washing historic buildings.
4) Care must be used when pressure washing stucco to avoid damage.
5) No harsh chemicals, such as bleach, can be used. If chemicals are necessary for pressure
washing sidewalks, they must be biodegradable and be safe for use around plants and
animals.
6) Chemicals proposed for use must be cleared by Base Environmental prior to use.
7) Stormwater inlets/drains must be protected from wash water.
3.0 SPECIFIC REQUIREMENTS/TASKS
3.1 TASK ONE. INTERIOR CLEANING OF BUILDING.
All interior cleaning and debris removal activities must comply with Section 5.4
Environmental Protection Requirements.

3.1.1 REQUIREMENTS
Clean interiors of the designated building: walls, windows, facades, and associated surfaces
above 9ft.
Utilize equipment and techniques appropriate for the integrity of building materials.
Remove stains, dirt, grime, mold, mildew, spider webs, gum, and other contaminants.
Clean and dispose of all refuse and trash daily in accordance with federal, state, and local
regulations.
Maintain job sites, staging, and storage areas free from debris and safety hazards.
