(Light) Displacement: 116.07 Long Tons (Loaded) 58.81 Long Tons (Light) -- 1 of 18 -- 2 GENERAL INSTRUCTIONS 1.1 SERVICES AND EQUIPMENT FURNISHED BY THE CONTRACTOR 1.1.1 The contractor shall furnish necessary facilities, labor, and material required to accomplish the work cited hereunder. Here, the location of the contractor’s facility is limited to Seto Inland Sea Area. 1.1.2 The contractor shall furnish their own transportation between 10th SG Ammunition Depot, Kure City, and the work site to check the condition of the vessel. 1.1.3 Unless otherwise specifically provided in this work specification, all operational practices and workmanship of the contractor, and material, equipment, and articles used in the work hereunder shall conform to the rules and requirements of either the U.S. Coast Guard or the Shipping Bureau of Japanese Government (JG) and Japan Industrial Standard (JIS). 1.2 DELIVERY, ACCEPTANCE, AND WORK PERIOD OF THE VESSEL 1.2.1 When the contractor’s work site is located inside of Hiroshima prefecture, the U.S. Army will deliver the subject vessel to the work site and accept the vessel at the work site after the successful final sea trial. 1.2.2 When the contractor’s work site is located outside of Hiroshima prefecture, the contractor shall provide transportation of the subject vessel between 10th SG Ammunition Depot and the work site at the contractor’s own expense and responsibility. 1.2.3 Work period shall start on 11 August 2026 and be completed by 31 July 2027. 1.3 SURFACE TREATMENT Painted surfaces disturbed by scratching, burning, or welding during the work shall be treated as follows: 1.3.1 Clean the surface with power tools to the level of SSPC-SP-3. 1.3.2 First, apply one touchup coat of anticorrosive primer paint, provided by the contractor, Formula 150, SPEC MIL-DTL-24441/20, with DFT of 76 μ. Then, apply another touchup coat of Formula 151, SPEC MIL-DTL-24441/21, with DFT of 76 μ, and make total DFT 152 μ. 1.3.3 Two coats of touchup paint provided by the contractor to match with the color of surrounding area with the total DFT of 76 μ. -- 2 of 18 -- 3 1.4 PAINTING 1.4.1 During the painting work, following items shall be observed in accordance with the U.S. Army Technical Bulletin, TB-43-0144, dated November 2005: a. Ambient temperature b. Metal surface temperature c. Paint material temperature d. Ambient humidity e. Wind velocity f. Expected freezing point and dew point g. The name and type of paint h. The number of paint layer and DFT 1.4.2 The contractor shall maintain a record of painting work. The record shall hold date, time, type of paint, weather, temperature, and relative humidity. The contractor shall submit this record to the U.S. Army inspector. 1.5 HAZARDOUS MATERIAL AND ITS DISPOSITION 1.5.1 Disposal Waste: The contractor shall dispose of waste such as marine growth, sand, paint, containers, and foreign material, produced during cleaning, hydro blasting, sandblasting, and other work mentioned with this specification. This disposal procedure must conform to the requirements of the rules of the local government as industrial Hazardous Waste Material. 1.5.2 Labels of Hazardous Materials: When opening packages or containers of the government furnished paint, petroleum, oils, and lubricants, the contractor shall remove the bar code labels from the packages or containers and deliver them to the U.S. Army inspector. 1.5.3 Disposal Certificate of Hazardous Materials: The contractor shall make a report for the quantity expended and disposed of including the certificate of the vendor who is authorized by the local government for disposition of the Industrial Hazardous Waste Material. The certificate shall indicate date, nomenclature, and quantity of disposed materials. Note: The estimated cost required for the disposition of the hazardous material shall be included in the applicable chapters in this work specification for bidding purposes. 1.6 DRAWINGS AND PUBLICATIONS 1.6.1 The government is not responsible for the accuracy of dimensions, sizes, shapes, and material specifications in the drawings furnished by the government. Therefore, the contractor shall consult with the U.S. Army inspector before -- 3 of 18 -- 4 proceeding to the work, and actual dimensions shall be taken at the work site during the work. 1.6.2 The referenced publications, such as TB (Technical Bulletin) and MIL-STD (Military Standard), are available to the contractor(s) during the explanatory meeting and actual work. 1.7 CONDITION REPORTS AND DATA RECORDS The contractor shall submit all condition reports required by this work specification, including findings reports and observed data records, to the U.S. Army inspector within 14 days after the commencement of the work at the contractor’s work site, except the test record and findings report of the sea trial. 1.8 MODIFICATION WORK ORDER When the U.S. Army inspector judges that additional work is necessary, the inspector will issue an additional work specification.
