PERFORMANCE WORK STATEMENT FOR Golf Cart Rentals – Grissom ARB Airshow 2026 1.0 DESCRIPTION OF SERVICES / SCOPEThe contractor shall provide all commercial equipment, transportation, and optional on-site maintenance support necessary to rent gas-powered golf carts to support the upcoming airshow at Grissom Air Reserve Base (ARB), Indiana. Base Period of Performance: August 24, 2026, to September 1, 2026. Option Exercise Window: The Government reserves the right to exercise Optional Surge CLINs (0004 & 0005) and Optional Maintenance (CLIN 0006), in whole or in part, on or before August 14, 2026. 2.0 VEHICLE SPECIFICATIONSAll golf carts must be capable of safe operation on grass, gravel, and tarmac. 3.0 DELIVERY, PICK-UP, AND INSPECTIONThe contractor is responsible for the secure delivery and removal of all carts from the installation. Joint pre-rental and post-rental inspections will be conducted at the delivery location and annotated in accordance with Section F of the solicitation. Milestone Date & Time Location / Constraints Base Delivery (CLINs 0001, 0002, 0003) Monday, August 24, 2026 (NLT 12:00 PM Local) Non-flight line side of Base Operations (Bldg 600), Grissom ARB, IN 46971. Surge Delivery (CLINs 0004, 0005 - If Exercised) Monday, August 24, 2026 (NLT 12:00 PM Local) Same as base delivery location, unless otherwise designated by the Contracting Officer. Pick-Up (All Carts) Tuesday, September 1, 2026 (8:00 AM - 4:00 PM Local) Same as delivery location.   4.0 BASE ACCESS & SECURITYGrissom ARB is a controlled-access U.S. Air Force installation. The contractor shall strictly adhere to the following security protocols: Pre-Screening: The contractor shall submit required security information for all delivery and pick-up drivers no later than 30 days prior to the beginning of the performance period to coordinate Defense Biometric Identification System (DBIDS) access. Credentials: Drivers must possess a valid driver's license, identification credentials, and pass a background check to access the base. Inspections: All contractor employees, vehicles, and equipment are subject to inspection by the 434th Security Forces Squadron (SFS). Truck Delivery Window: If a commercial truck is used for delivery, it must be inspected prior to entry. Truck inspections are conducted strictly Monday through Friday, 8:15 AM to 3:45 PM. The contractor must factor gate inspection times into their delivery schedule to ensure compliance with delivery milestones. 5.0 FUEL, MAINTENANCE, & LIABILITY Fuel Policy: The Government is responsible for daily refueling during the rental period. The Government will not return the vehicles with full tanks of fuel (tanks may be low or empty). The contractor shall not assess post-rental refueling fees. Optional On-Site Maintenance (CLIN 0006): If exercised, the contractor shall provide on-site technical support and maintenance during the event to address mechanical failures (e.g., flat tires, battery/engine failure). This service is strictly subject to Service Contract Act (SCA) wage rates as identified in Section J of the contract.
