Statement of Work
1. Introduction
The Bureau of Land Management (BLM) New Mexico State Office (NMSO) Inspection and Enforcement
(I&E) program requires all field personnel to carry portable multi-gas monitoring devices during field
inspections conducted throughout the four-state region (New Mexico, Oklahoma, Kansas, Texas). BLM
I&E inspectors routinely work in environments containing wide-ranging and potentially hazardous
invisible gases that are imperceptible to the body's senses. Portable multi-gas monitoring devices are
the primary line of defense in gas detection and are critical for worker safety.
This Statement of Work (SOW) establishes the requirements for the purchase of multi-gas monitoring
devices and all associated components, accessories, and support services necessary for safe and
effective deployment across all BLM field offices.
2. Background and Program Need
2.1 BLM NMSO I&E inspectors conduct year-round field operations across the four-state region,
including inspections of oil and gas facilities where exposure to carbon monoxide (CO), hydrogen sulfide
(H2S), combustible gases at lower explosive limits (LEL), and oxygen (O2) displacement are ongoing
occupational hazards.
2.2 Each inspector must be equipped with a fully functional, calibrated multi-gas monitor at all times
during field operations. The complete monitoring system must include the monitors themselves, and all
ancillary components required for proper operation, calibration, bump testing, data logging, and
maintenance.
2.3 Field offices requiring equipment under this SOW include, but are not limited to:

3. Equipment Requirements

3.1 General. The contractor shall provide all multi-gas monitors and associated components as
described in this section. All equipment shall be new, unused, and in manufacturers' original packaging
at time of delivery. Refurbished or remanufactured equipment is not acceptable.
3.2 Gas Detection Capability. Each multi-gas monitor shall, at minimum, be capable of simultaneously
detecting and displaying real-time readings for the following gases:
a. Carbon Monoxide (CO)
b. Hydrogen Sulfide (H2S)
c. Lower Explosive Limits (LEL) — combustible gas
d. Oxygen (O2)
3.3 Data Recording and Logging. Each monitor shall be capable of recording and logging all alarm
events, gas readings, and instrument data for future reference, reporting, and investigation. Logged data
shall be retrievable and exportable by the Contracting Officer's Representative (COR) or designated field
office personnel without requiring contractor assistance.
3.4 The contractor shall provide a local, standalone, web‑based data management platform used solely
for monitoring and accessing logged instrument data. The platform shall not interface with, connect to,
or interact with any internal Government networks, systems, servers, Wi‑Fi infrastructure, or
Bluetooth‑enabled devices under any circumstances.
a. Local, Physically Hosted Data Environment. All data recording, storage, processing, and
access shall occur on contractor‑operated, physically hosted servers located within facilities
owned or controlled by the contractor. Cloud‑hosted services, commercial cloud environments,
hybrid cloud configurations, virtual private cloud instances, or any off‑premise hosted
infrastructure are strictly prohibited.
b. Standalone Access Requirements. The platform shall be accessible via standard internet
browser from Government field office locations without installing software, establishing
persistent connections, or integrating with any Government internal IT resources. The platform
shall operate as a standalone system that does not rely on Government network services for
authentication, data transfer, or device communication.
c. Automated Alarm Notifications. The platform shall send automated email notifications to
designated Government personnel when any instrument alarm condition is triggered. Email
functionality shall operate through contractor‑provided infrastructure and shall not route
through Government mail servers.
d. Fleet Monitoring Capability. The platform shall provide remote viewing of instrument
operational status, performance history, and device condition across the entire deployed fleet,
using only contractor‑hosted infrastructure and without reliance on Government-managed
systems.
3.5 Ancillary Components. The contractor shall furnish all ancillary components required for full system
operation at each field office, including but not limited to:
a. Docking/charging stations (quantity per field office as specified in Section 2.3 delivery table)
b. Calibration stations
c. Bump testing docks

e. Replacement sensors and consumables for the base year and each option year
3.6 Equipment List. Prior to contract award, the contractor shall submit a complete itemized equipment
list with manufacturer specifications and model numbers for all items proposed under this SOW. The
Government reserves the right to reject proposed equipment that does not meet stated requirements.
4. Delivery Requirements
4.1 Period of Performance. The period of performance shall be structured as follows:
