This announcement constitutes the only solicitation. Quotations are being requested, and a separate written solicitation will not be issued. Solicitation number 693JJ426Q000023 is issued as a request for quotation radiation detection instruments and probes for the FMCSA Hazmat Division. Background and Purpose The Federal Motor Carrier Safety Administration (FMCSA) Hazardous Materials Specialists (HMS) are responsible for high-level investigations and Level VI inspections of vehicles transporting Highway Route Controlled Quantities (HRCQ) of Class 7 (radioactive) materials. Per 49 CFR §385.415 and the CVSA/DOE cooperative agreement, FMCSA personnel must be equipped with calibrated, standardized instrumentation to conduct these critical safety inspections in regions where state-level inspectors are not currently available. 2. Objective The contractor shall provide six (6) complete, factory-calibrated radiation detection sets. Each set must consist of a Ludlum Model 2241-2 Digital Scaler/Ratemeter paired with two specific detector probes (Model 44-38 and Model 44-9) to enable both gamma dose rate assessment and surface contamination detection. 3. Requirements (The "Supplies") Each of the six (6) sets must include: • One (1) Ludlum Model 2241-2 Digital Scaler/Ratemeter (or approved equal). • One (1) Ludlum Model 44-38 Energy Compensated G-M Probe (with protective cap and cable). • One (1) Ludlum Model 44-9 Pancake G-M Probe (with protective screen and cable). • Accessories: All necessary protective carrying cases, operation manuals, and interconnecting cables for the 2241-2 unit. -- 2 of 7 -- 3 of 7 4. Technical Services (The "Services") The contractor shall provide initial factory calibration for each of the six (6) sets. • Calibration Standards: All calibrations must be performed in accordance with ANSI N323 standards and be NIST-traceable. • Integrated Calibration: The contractor must calibrate the 2241-2 meter specifically with the provided 44-38 and 44-9 probes as an integrated system. Constants must be programmed into the 2241-2 memory to ensure accurate readings for both probes. • Documentation: A formal Calibration Certificate must be provided for each individual instrument set, showing the date of calibration, the identity of the technician/lab, and the traceability to NIST. 5. Delivery and Period of Performance Period of Performance: All equipment and calibration documentation must be delivered within 90 calendar days of the contract award date. Shipping: The contractor shall coordinate shipment to six (6) distinct FMCSA regional locations (addresses to be provided upon award). All items shall be shipped FOB Destination in accordance with standardized commercial practices. The contractor bears all risk of loss or damage until final physical acceptance by the government. 6. Inspection and Acceptance The Government will inspect the equipment upon arrival at each destination. Acceptance is contingent upon: 1. Verification of physical condition (no damage in transit). 2. Receipt of the valid, current Calibration Certificate for each set. 3. Successful functional "source check" of the probes upon arrival. The Quoter must be an Original Equipment Manufacturer (OEM) or an authorized reseller, dealer, or distributor certified by the OEM to provide the required products, licenses, and/or maintenance services. Quoters must submit official documentation from the OEM confirming their authorized status with their quote submission. Quotes received from non-authorized third parties will be deemed non-responsive and will not be considered for award.
