PERFORMANCE WORK STATEMENT (PWS)
MACH Security Maintenance Service and Support Contract
Part I
General Information
1.0 GENERAL: This is a non-personal services contract to provide Martin Army
Community Hospital (MACH) security services on and to Lenel equipment,
indoor/outdoor security cameras, access control locks, magnetic door locks,
cabling, monitors, Dell made server running Lenel software, and displays vital to
the Lenel OnGuardTM security system. The Government shall not exercise any
supervision or control over the contract service providers performing the services
herein. Such contract service providers shall be accountable solely to the
Contractor who, in turn is responsible to the Government. The Contractor, in
turn, shall be accountable to the Government for Contractor or subcontractor
personnel.
1.0.1. Martin Army Community Hospital’s (MACH) primary mission is to provide
the highest quality care, maximize the medical deploy ability of the forces, and
sustain exceptional education and training programs. MACH supports the Fort
Benning Army installation which is the largest military installation in the world by
population and is home to the Maneuver Center of Excellence, Armor and Infantry
schools, along with U.S. Army Special Operations Command, Forces Command and
Training and Doctrine Command units. MACH provides comprehensive care to
prevent disease, restore health and maximize readiness of the active force and
their families.
1.0.2. In order to better serve the forces and families at Fort Benning, MACH
must provide a safe area for employees, patients, and visitors. The current
security system, though useful in its time, now cannot support the need of the
facility as the purview of MACH’s security includes more clinics and facilities. In
order to meet the security need at MACH, outlying health clinics, and support
facilities, all systems and devices require maintenance and upkeep with
replacement or repair of existing equipment with the addition of licenses,
cameras, card readers, servers, and terminals. Troubleshooting and servicing of
all equipment and software is necessary to maintain the rapidly depreciating
technologies that attempts to stay ahead of risks to personnel, patients, and
material goods. Planned maintenance is conducted to verify the operating status
of current devices and systems, identify devices that will require replacement and
planning to replace said devices to ensure the integrity of the electronic security
system is maintained.
1.1. Description of Services/Introduction: The Contractor shall provide all
personnel, equipment, supplies, facilities, transportation, tools, materials,
supervision, and other items and non-personal services necessary to perform
security maintenance services, as defined in this Performance Work Statement

(PWS), except for those items specified as government furnished property and
services. The Contractor shall perform in accordance with (IAW) the terms and
conditions of the contract and consistently with the established standards in this
PWS and contract.
1.1.1. This contract for Lenel OnGuard® products, compatible configuring items,
security related equipment, and includes non-personal servicing option years
requiring a one (1) year limit warranty on all software, hardware, and work
performed at MACH per hospital protocol. All work & equipment must be supplied
with a 24-hour customer servicing representative who can be contacted to
arrange for emergency repairs or technical troubleshooting. Contractor thereby
guarantees all workmanship for the period of the warranty. Contractor may be
recalled at any point to service any equipment that has been touched, modified,
manipulated, moved, or altered in any ways by the contractor or any party
subcontracted or hired by the contractor. Contractor will assume limited liability of
the equipment in the case of failures not related to an “act of God.” The utilization
of this shall not be used beyond what an average, nonbiased, servicemen would
consider to be unwarranted or over-burdensome. This however; does take into
account that the contractor will perform their due diligence to perform all
workmanship in a manner of a certified professional with full and upmost intent to
produce a fully functional and well manufactured or programmed device to serve
the needs of the American people with no desires to fraud or hinder the
progression of the needs of the government or its entities in any way, shape, or
form. The equipment desired must be same or equal quality of Lenel OnGuard®
with compatible products.
1.1.2. This contract guarantees one (1) Lenel certified, security technician five
days (40 hours) per week, a total of 2,080 hours per year, additional 83 hours of
OT corrective action per year, 96 hours yearly of integration time (8 hours per
month) [time used by systems engineer for systems maintenance], 12 hours per
year of administrative time (1 hour per month), $4,000.00 dollars of equipment
reserve, and a $2400.00 limit on lift rentals. During Option year one (1),
technician will continue to be present at MACH or associated buildings under its
purview for the hours and amounts detailed for the year of execution. During the
contract option year or year of execution the technician will provide service,
repairs, replacement, and troubleshooting to all existing security systems
including servers and software. During the contract Option Year, the technician
will provide service, repairs, replacement, and troubleshooting to all security
system related equipment. The technician will maintain all MACH and Fort
Benning security requirements and be able to maintain continuous continuity
weekly to all MACH assets for purposes of ensuring the security for all assets, in
