SCOPE OF WORK Katmai National Park & Preserve NATIONAL PARK SERVICE Replace Fire Alarm Systems in up to Eight Park Residence King Salmon, Alaska 6/9/2026 ITEM 1 - DESCRIPTION OF WORK Background Katmai National Park & Preserve has acquired multiple residences from the FAA which are now utilized as park housing. The structures were all built in the late 1990s, and each residence is monitored by a single fire alarm panel that was presumably installed not long after initial construction. While the structures overall are in generally good condition, yearly fire inspections indicate that the fire alarm systems are outdated, require repeated repairs, are difficult to find parts for and are due for replacement. This project will replace up to eight (8) fire alarm systems in up to eight (8) residences in park housing in King Salmon, Alaska. Attachment 1 - Inventory of Existing Panels and Devices provides more detailed information on the panels, devices, and counts that are currently in each residence. Attachment 1 is provided for information only and the final number of new devices will be determined by code analysis, building conditions, and the approved design. Description of Work The contractor shall assess existing conditions and develop a code-compliant system design that reflects current technology, life-safety requirements, and building conditions, and that provides the best overall performance, reliability, and value to the Government. Replacement in kind is not presumed and shall only be proposed if supported by the site assessment and approved by the Contracting Officer’s Representative (COR) and the NPS Structural Fire Marshall. The contractor shall replace the existing Simplex brand fire alarm panel and system devices with a new fire alarm, devices, and all additional components that meet the following: • The system is suitable for residential applications • The system is multi-zone addressable • The new fire alarm system is 100% compatible with the existing fire suppression water flow switches, tamper switches, duct detectors if applicable, and any other sprinkler system components resulting in a final complete and functioning fire alarm/suppression system. -- 1 of 16 -- • The panel and components are non-proprietary to allow for open market servicing, programming, and maintenance and do not require proprietary tools or software for adjustments or expansion. • Contractor shall provide and replace all system devices with new equipment which shall include all required wiring, compatible smoke detectors, photo detectors, carbon monoxide detectors, heat detectors, manual pull stations, notification appliances (horns and strobes), supervisory devices, backup power and batteries, initiating devices appropriate to the building use and sprinklered condition, monitoring interfaces and communication equipment, and any additional devices necessary to meet or exceed current NFPA requirements and in compliance with IBC and NEC requirements. • All systems shall include strobes and meet NFPA and ABA accessibility requirements in all locations. • Fire Alarm system back-up battery shall have minimum 24-hour capacity with 15-mintue operational load test including fire alarm panel, mass notification and the system electrical draw per NFPA. • The system has self-monitoring capabilities of devices • The system has Wi-Fi capability for future device expansion • The system has the capability as a stand-alone fire alarm system or a dual fire alarm with fire suppression system. Four residences currently only have fire alarms but suppression systems will be installed at some near future date and four residences have fire alarms and suppression systems. • The panel and all components are UL-listed and compliant with current NFPA standards, specifically NFPA 72 The new fire alarm system shall be similar in kind to the Honeywell Fire-Lite system or of equal or better qualities with the salient characteristics as listed above. During installation, the new system will be installed in compliance with current NFPA code. The Contractor shall furnish the necessary personnel, tools, materials (such as notification devices, detectors, and monitoring devices), computer software, and services to install the new systems as specified in the description of tasks below. During the performance of the work, the contractor shall provide adequate professional supervision and quality control to assure the accuracy, quality, completeness, and progress of work. All work is to be completed in accordance with this scope of work, manufacturers specifications, and other contract documents, as well as all applicable codes and industry standards. Contractor shall, without additional expense to the Government, be responsible for obtaining necessary licenses and permits, and for complying with any and all applicable federal, state, and borough, laws, codes, regulations, and industry standards pertaining to the performance of the service that is to be rendered. The Contractor shall take proper safety and health precautions to protect workers, the public, and property. The Contractor shall provide the Government all requested reports, and supporting -- 2 of 16 -- material developed during the performance of the work. Any damage (of building finishes, tenant property, furnishings, etc.) done to the building will result in financial restoration to the government to complete the repairs. The NPS will assist with the removal of the panels by removing any drywall and trim to gain access to disconnect the existing panel and reconnect current alarm circuits to the newly installed panel as needed. The NPS will also be responsible for replacing any removed drywall related to the panel replacement, as well as repainting or any other repairs necessary in this location that was the result of the work performed by NPS employees.
