RFQ N66604-26-Q-0287 PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement is being solicited on a 100% small business set aside basis in concurrence with the small business advocate. The North American Industry Classification System (NAICS) code for this acquisition is 334220 - Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing and the small business size standard is 1,250 employees. The Product Supply Code (PSC) is 5963 Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a Sole Source, Firm Fixed Price (FFP) purchase order to Herrick Technology Laboratory for a Small Form Factor Software Defined Radio (SDR), Removable Media Modules, and Removable Media Module (RMM) Reprovisioning cables. Identical Herrick Technology Laboratory Brand Name hardware is currently integrated into program assets. NUWCDIVNPT’s current requirement is for additional hardware systems to stand up a Hardware Integration Laboratory (HWIL) to support Integration and Test (I&T) and provide support through local testing of a representative system. Alternative Software Defined Radio (SDR) products cannot be used because if identical systems are not present, I&T and troubleshooting performed at NUWCDIVNPT may not be representative of existing in use assets. Additionally, the Herrick Brand Name SDR part number has already been qualified and identified as the required source of supply in the current Government Technical Data Package (TDP). In order to compete this requirement, the Government would need to develop a performance or build to print design and then qualify any competitive product proposed by other than the source controlled vendor whose product is already qualified at an unacceptable cost and schedule impact. Herrick has no authorized resellers for these items, and is therefore the only responsible source to meet the Government’s requirement. This notice is not a request for competitive quotes. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
