Statement of Work

Project Title: USSPACECOM CCTV Project - Bayfield
15 September 2025 v1
1. REQUIREMENTS:
1.1. Conduct all work in accordance with the specifications, all applicable codes, and the
construction drawings and details. The Contractor shall comply with the UFC 1-200-01.
1.2. All Revisions to Statement of Work will be depicted with both bold, underlined text.
1.3. The Contractor shall follow all Green Procurement mandates and submittal requirements.
The Government requires the use of recycled and recovered materials, bio- based products,
energy and water saving products, and environmentally preferable products.
1.4. Dispose of all waste generated by this project according to all applicable regulations.
1.5. The Contractor is responsible to verify site conditions, measurements, quantities, and
materials needed to complete this project prior to submitting a proposal.
1.6. See the submittal schedule for required submittals. Other submittals required per
specifications may apply.
1.7. High-Visibility Standards: This project will be a high-visibility project. Quality of finished.
project is very important. Adherence to the schedule is critical.
1.8. All IT equipment must be approved by USSC/J6 ISSM and coordinated with the assigned
Office of Security representative prior to being brought into the secure space.
2. PROJECT SCOPE:
2.1. Period of Performance: Contractor shall complete all work within a maximum of ninety (90)
days. Work shall be completed on Monday through Friday, 0700-1600 schedule, apart from
federal holidays. The maximum number of days of onsite work shall be 120 days.
2.2. General: Task Order is to provide various components of work in different locations within
the first and second floors of 1110 Bayfield Dr, interior of the building. Portions of work within
or on the perimeter envelop of secured spaces to include physical protection requirements shall
comply with the most current version of the National Counterintelligence and Security Center
(NCSC) IC Tech Spec – for ICD/ICS 705, current version is 1.5.1 dated 26 July 2021.
2.3. Access internal to the facility is controlled. Contractors will require escorting
throughout the Secured Space. All phones, laptops, PDAs, smart watches, and similar devices
will need to be left outside the secured portions of the facility. All workers must be U.S. citizens.
Work includes procurement/installation of new power, equipment and cabling, connecting to

existing equipment, and movement of some existing equipment; specifically: 1) Bayfield
perimeter doors; purchase and installation of seventeen (17) internally mounted, fixed-view
CCTV cameras providing video feed of each controlled area entrance door into facility. Display
feeds only on internal secured area CCTV system. 2) Bayfield Lobby area, purchase and install
one (1) internally mounted CCTV camera providing coverage of lobby area and display of video
feed on existing CCTV system. 3) Increase Bayfield CCTV server back-up storage capability to
90 days.
2.4. Project Site Specifics:
Installation – Bayfield, Bldg. A (First and Second Floors)
A. Overall Security Installation Requirements
1. Door cameras should provide a clear view of the secure area doors but not enable the viewer
to observe access control components that would enable them to identify PINs.
2. Equipment must not contain any wireless capabilities.
3. Equipment must be purchased IAW prohibitions outlined in Section 889 of Public Law 115-
232 (National Defense Authorization Act (NDAA) for Fiscal Year 2019), “Prohibition on
Certain Telecommunication and Video Surveillance Services or Equipment.”
4. Shielded Cat-x plenum or fiber optic cabling shall be used in all spaces.
5. Cable penetrations into secure/controlled spaces shall be fiber optic and installed in metal
conduit and sealed/infilled on both sides at perimeter IAW IC Tech Spec – for ICD/ICS 705,
seal both sides of perimeter penetrations with an acoustical foam or sealant finished to match
adjacent wall. Conduit must be grounded within 6” of the secure perimeter on the secure side
of the wall penetration. Conduit penetrations must be integrated into existing Radio
Frequency shielding, on secure side of penetration, and shielding/RF tape overlapped onto
conduit a minimum of seven-times (7)x the diameter of the conduit opening.
6. All IT equipment must be approved by USSC/J6 ISSM/ISSO and coordinated with the
assigned Special Security representative (SSR) and Special Security Office (SSO) prior to
being brought into secure spaces.
7. Any deviations to security installation requirements shall be approved by the Government
Security POC.
Installation – Bayfield, Building A (CCTV Additions – Secure Area):
1. The contractor shall procure and install seventeen (17) new indoor dome fixed-view CCTV
cameras and associated mounting hardware, power receptacles, cabling, and conduit. CCTV
camaras shall be installed on the interior (secure/controlled) side of the doors providing a fixed,
clear view of individuals entering the facility doors. Video feed of CCTVs shall only connect to

the currently installed internal secure/controlled CCTV system. No video feeds shall feed to the
CCTV monitors outside of the secure/controlled area. See CCTV drawing attachment; CCTV
cameras identified in red as 2-8 on upper level and 1-10 on lower level.
Installation – Bayfield, Building A (CCTV Additions - Lobby):
1. The contractor shall procure and install one (1) new indoor dome, 360-degree view, CCTV
camera and associated mounting hardware, power receptacles, cabling, and conduit as identified
on the Newport CCTV attachment with a green number 1. The CCTV camera identified will
connect to the current Bayfield CCTV server. The CCTV camera will provide a fixed, clear, 360-
degree view of the lobby area.
