1.0 GENERAL. This is a service contract to provide advanced sniper training. The
Government shall not exercise any supervision or control over the contract service providers
performing the services herein. Such contract service providers shall be accountable solely to
the Contract who, in turn, is responsible to the Government. The Contractor, in turn, shall be
accountable to the Government for Contractor or subcontractor personnel.
1.1 DESCRIPTION OF SERVICES/INTRODUCTION. The Contractor shall provide all
personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other
items and personal services necessary to perform advanced sniper training, as defined in this
Performance Work Statement (PWS), except for those items specified as government-furnished
property and services. The Contractor shall perform in accordance with (IAW) the terms and
conditions of the contract and consistently with the established standards in this PWS and
contract.
1.2 BACKGROUND. The USPACOM Commander’s Interdiction Force (CIF) is a Company
specializing in Direct Action and Special Reconnaissance. The CIF contains two Recce teams
tasked with delivering precision fires as a core capability. Snipers on the Recce teams are
graduates of the USASOC Special Forces Sniper Course Level 1 (SFSC) and must possess the
skills to conduct offensive operations in challenging environments.
1.3 OBJECTIVES. The purpose of this performance work statement is to contract a venue that
can provide high angle precision rifle ballistics training to increase the operational capacity and
capability required of SFSC Level 1 Snipers serving in the CIF.
1.3.1 A venue shall include instructors, on-site Housing adjacent to the range, Food, Range
Facilities, Basic Life Services, Off-Road Vehicles, a Classroom, Steep Cross-Canyon Terrain,
DoW Compliant Arms and Ammunition Storage, and Remote Activated Steel Targets.
2.0 SCOPE. The Contractor shall provide range facilities and instructors with high angle
capabilities at a venue that can support all scheduled advanced sniper Program of Instruction
(POI). The Contractor will provide all training and technical direction.
3.0 PLACE OF PERFORMANCE. The place of performance must be in the vicinity of Pollock,
ID due to its vicinity to Joint Base Lewis McChord, WA, and the environment atmospherics that
cannot be replicated. We are drawing our ammunition in JBLM, WA and need a place that offers
cross canyons and steep sloping terrain that is less than half a day’s drive or a 330-mile radius
from the ammunition supply point.

5.0 DESCRIPTION OF SERVICES. The Contractor shall provide the following to ensure both
parties requirements are met. The Contractor must be prepared to provide housing, equipment,
and materials, training aid, and provide and manage the requirements for supplies and services
as specified below.
REQUIREMENTS FOR U.S. PARTICIPANTS SUPPORT
5.1 Calendar and Packing List
Description: The Contractor shall provide a training calendar to the participants no later than 30-
days prior to the execution of training. The contactor will provide updates to the training
calendar to the contract point of contact no later than 24-hours prior to training execution. The
Contractor shall be prepared to provide at least eight hours of instruction per day, which
represents a full 1-1 SFG (A) standard workday. No less than 24-hours the contactor should
provide a packing list for the students to prepare prior to their next day of training. After contract
agreement, course dates or times may be adjusted upon agreement between the Government
and the Contractor. Recommended training should be covered to meet the unit’s objectives
broken down by the following suggested topics:
(a) Extreme High and Low Angle Engagements
Description: The Contractor shall provide comprehensive training that covers the fundamentals
of ballistics calculations for the trajectories at varying elevation planes. The Contractor shall
provide instructions on alternate shooting positions allowing for rapid target acquisition and
engagements through various unconventional positions. Proper tripod utilization techniques
must be covered by the Contractor to enable stability in delivering precision fires in both static
and dynamic scenarios. The Contractor shall provide the terrain for high and low angle
engagements up to 60 degrees of elevation change out to 1500 meters.
(b) Cross Canyon Engagements
Description: The Contractor shall provide terrain capable of cross canyon engagements that
present challenging, unpredictable wind patterns. There must be instructors well versed in
advanced ballistics and able to teach a Program of Instruction (POI) consisting of kestrel,
chronograph, wind reading, external ballistics, and internal ballistics classes. The cross-canyon
engagements must present a complex degree of problem solving for Snipers in both
shooter/shooter and shooter/spotter configuration in both day and night conditions. The
Contractor shall provide engagement opportunities in a 360-degree range fan out to 2,500
meters.
