The government anticipates awarding a firm-fixed price contract resulting from this solicitation. This RFQ is set aside for Service-Disabled Veteran Owned Small Business (SDVOSB). All respondents must have an active registration in the System for Award Management (SAM) at www.sam.gov and certified in by SBA in Small Business Search (SBS). Interested SDVOSB’s must be listed to receive contract awards. Department of Veterans Affairs, Network Contracting Office 17, is soliciting offers for HVAC APU CP- 3 & G-19 Repairs and Parts (NTX). The services will be provided to Dallas VA Medical Center (VAMC) in Dallas, TX in accordance with the Statement of Work (SOW). All questions submitted for this solicitation shall be electronically sent to the following email addresses: marcellus.jackson@va.gov. Please title email with “Solicitation Number, Technical Questions”. Questions shall clearly identify which part of the solicitation. Questions received after the stated date and time may be addressed at the discretion of the Contracting Officer. Answers to questions will be addressed via an amendment to the solicitation and posted to https://www.sam.gov. OFFER INSTRUCTIONS: 1. All proposals are due NLT Friday, July 31, 2026, at 13:00 CST via e-mail only to marcellus.jackson@va.gov. Quotes shall be received on or before the date and time specified in Block 8 of the Standard Form (SF) 1449. Please title email with “Solicitation Number, Proposal Submission”. 2. Offeror must complete and return the signed SF 1449, blocks 30a, 30b, and 30c. By signing the Standard Form (SF) 1449/Solicitation, the contractor attests acknowledgement and understanding of all solicitation requirements. 3. If applicable, must acknowledge receipt of all solicitation amendments by the offer due time/date specified, if applicable, by (a) Returning a signed copy of each amendment or – (b) Acknowledging receipt of amendment on each copy of the quote or – (c) By separate electronic communication which includes a reference to the solicitation and amendment numbers. 4. Offeror must submit the Price/Cost Schedule with unit prices rounded to the nearest hundredth. Please ensure unit price and total amounts are correct. Offeror agrees to hold the price in its offer firm for 60 calendar days from the date specified for receipt of offers. 5. Offeror must complete, sign, and return VAAR Clause 852.219-75 VA NOTICE OF LIMITATIONS ON SUBCONTRACTING—CERTIFICATE OF COMPLIANCE FOR SERVICES AND CONSTRUCTION (JAN 2023) (DEVIATION). Offeror shall submit a Capability Statement that demonstrates their aptitude for working on these systems. You must have at least three years of relevant experience. It is the responsibility of the quoter to submit sufficient information to convey their technical capability in meeting the requirements of the Statement of Work. Failure to provide sufficient information will result in the quote being considered not technically acceptable. 7. Provide a list of three (3) other concerns and/or Government agencies for which services similar in size and scope were rendered by the Offeror over the past three years. The list must include name of contact, organization, a valid email address, valid phone number, dollar value of project, and description of the project.
