HVAC Replacement Bldg. 118 for Colville Agency

PROJECT OVERVIEW The Bureau of Indian Affairs, Colville Agency requires the replacement of the HVAC system that services Structure 118, 24 San Poil St, Nespelem, WA. 99155. The 4,000 square-foot single-story office building is located 1 mile south of Nespelem, Washington, at the BIA-Colville Agency campus, on San Poil Street. The building currently is served by three Trane electric heat-pump/furnace split systems using R-22 refrigerant. The existing HVAC systems have exceeded their useful life and must be replaced. Under this Design‑Build contract, the Contractor shall provide all professional design services, engineering, permitting, equipment selection, construction labor, materials, tools, and testing required to remove the existing HVAC systems and design/build a new fully integrated, energy‑efficient HVAC system compatible with the building’s layout and ductwork. DESIGN-BUILD OBJECTIVES The Contractor shall: a. Coordinate with the BIA-Colville Agency COR to schedule a site visit and conduct field investigations.b. Perform full design analysis including heating/cooling loads, airflow calculations, duct compatibility, electrical capacity evaluation, and refrigerant line assessments.c. Design an HVAC system meeting current industry standards, Washington State building codes, energy efficiency requirements (minimum 19+ SEER), and the operational needs of the facility.d. Develop construction drawings, technical specifications, product data sheets, and submittals for Government approval prior to construction.e. Provide design justification demonstrating that the proposed system meets required capacity, efficiency, and performance criteria.f. Remove existing HVAC components in accordance with environmental and hazardous material regulations.g. Construct and install the new HVAC system per the approved design package.h. Commission the completed system, perform airflow balancing, leak checks, refrigerant charging, testing, and final tuning.i. Deliver O&M manuals, warranty documentation, test results, and conduct onsite training for facility personnel. DESIGN-BUILD SCOPE OF WORK The Contractor shall provide all design services and construction work necessary to complete the HVAC replacement. The following activities are required as part of the Design‑Build effort: Design Phase Requirements Conduct site visit and building assessment. Perform heating/cooling load calculations and airflow analysis. Evaluate existing ductwork; determine if modifications are required. Assess existing refrigerant lines; identify reuse or replacement. Determine required number and capacity of heat pumps and air handlers. Prepare a 100% design package including sealed mechanical and electrical drawings, installation specifications, product data, and sequence of operations. Provide electrical service modifications design where required. Submit full design package for COR approval prior to construction. 3.2 Construction Phase Requirements Remove and dispose of all existing HVAC systems, components, and related materials in accordance with Washington State environmental regulations. Install new energy‑efficient heat pumps, air handlers, controllers, thermostats, drain lines, and all associated components. Install or modify electrical connections per manufacturer specifications and Washington State Electrical Code. Install new refrigerant lines as required; pressure test all lines and document results. Ensure drainage systems route water away from the structure. Complete airflow measurements and balancing of all rooms. Document refrigerant charge levels. Clean worksite daily and conduct final site cleanup. 3.3 Commissioning Verify full functionality of all installed equipment. Conduct performance tests, balancing, and system optimization. Correct deficiencies identified by Government inspection. Provide training to building manager and facilities representative. 3.4 Warranty Provide all manufacturer product warranties. Provide a minimum one‑year Contractor warranty covering workmanship from date of final acceptance. PERIOD OF PERFORMANCE The period of performance is 60 calendar days from issuance of the Notice to Proceed (NTP). Time extensions for weather will only be considered when documented and exceeding allowable days. REQUIRED SUBMITTALS The Contractor shall submit the following within 14 calendar days after notice to proceed and at least 7 days prior to the Preconstruction Meeting: Design‑Build construction schedule * Site‑specific Accident Prevention Plan (APP) Quality Control Plan (QCP) Construction Waste Management Plan List of subcontractors and associated labor compliance certifications Evidence of insurance and worker’s compensation Hot Work Plan (if applicable) Product data sheets and material cut sheets Designs * Warranties As-Builts *For the submittals that require approval after receipt the Government will have 7 calendar days to approve or reject them. TRIBAL EMPLOYMENT RIGHTS OFFICE (TERO) REQUIREMENTS Tribal Employment Rights Office (TERO) ordinances require that all construction contractors give preference to qualified Native Americans in aspects of employment, training, promotion, contracting, subcontracting and other business activities for contracts performed on Native American Reservations. Contractor shall follow all TERO ordinances and is responsible for any TERO fees associated with this work. For this contract, the TERO point of contact is shown below.
