1.0 Purpose
The purpose of this Scope of Work (SOW) is to provide preventive maintenance, inspection, testing, troubleshooting, and repair services for the ICIDS-IV located at Fort Hamilton, NY.
The ICIDS-IV system supports the installation physical security program by providing electronic intrusion detection monitoring for sensitive facilities including arms rooms, controlled access areas, and other designated secure locations.
2.0 Scope
The contractor shall provide all labor, supervision, tools, equipment, materials, transportation, and technical expertise necessary to perform maintenance and sustainment of ICIDS-IV equipment installed throughout Fort Hamilton.
The contractor shall ensure the ICIDS-IV system remains fully operational and capable of detecting and reporting unauthorized entry attempts to the installation monitoring station.
3.0 Applicable Standards
All work shall comply with applicable Department of Defense and Army physical security guidance including:
AR 190-13 Army Physical Security Program
AR 190-11 Securing Arms, Ammunition, and Explosive (AA&E)
Applicable manufacturer maintenance requirements
Installation of physical security policies
4.0 Contractor Responsibilities
The contractor shall perform maintenance services for all ICIDS-IV components including but not limited to:
Intrusion detection sensors
Passive infrared motion detectors
Balanced magnetic switches
Door position switches
Glass break sensors
Alarm control panels
Annunciation devices
Communication modules
System servers and workstations
Network connections supporting ICIDS-IV
Backup of power supplies and UPS systems
5.0 Preventive Maintenance
The contractor shall perform scheduled preventive maintenance on all ICIDS-IV equipment. Preventive maintenance tasks include:
Inspection of intrusion detection devices
Verification of sensor alignment and calibration
Functional testing of alarm points
Testing communication links between sensors and control panels
Verification of alarm annunciation at monitoring stations
Testing back up power system
Cleaning and servicing system components as necessary
Preventive maintenance shall be performed quarterly or as required by manufacturer guidance.
6.0 Inspection and Testing
The contractor shall conduct routine inspections and operational testing to ensure the ICIDS-IV system remains fully functional. Testing shall include:

All test results shall be documented and provided to the Government.
7.0 Corrective Maintenance and Repairs

8.0 Documentation and Reporting

9.0 Security Requirements
Contractor personnel performing work on ICIDS-IV systems shall comply with all installation security policies. Personnel may be required to:

Follow escort requirements when working in restricted areas
10. Performance Requirements
The contractor shall maintain ICIDS-IV systems in fully operational conditions to support installation security operations. Performance expectations include:

Compliance with Army physical security requirements
11.0 Training Requirements
All contractor personnel performing work under this contract shall complete required Department of Defense and Army training prior to performing work on the installation. Proof of training completion shall be provided to the Contracting Officer’s Representative (COR) upon request.
Anti-Terrorism Awareness Training – Contractor personnel shall complete Level I Antiterrorism Awareness Training (AT Level I) prior to accessing the installation.
Cyber Awareness Training – Contractor personnel requiring access to Government information systems, networks, or equipment shall complete the DoD Cyber Awareness Challenge prior to obtaining system access. Training shall be completed annually to ensure compliance with Department of Defense cybersecurity policies.
Operational Security (OPSEC) Awareness – Contractor personnel shall complete Operations Security (OPSEC) Awareness training to ensure protection of sensitive informati8on associated with installation operations and security systems.
Physical Security Compliance – Contractor personnel performing maintenance on the Installation-wide ICIDS-IV shall comply with Army physical security regulations including:
