1. SCOPE AND OBJECTIVE:
This is a nonpersonal service Basic Ordering Agreement (BOA) to provide routine maintenance for up
to 27 floor scrubbers quarterly to ensure the longevity of the equipment. The number of floor scrubbers
may increase throughout the life of the agreement, based on a pre-arranged pricing agreement
between the Government and the Contractor. The Government shall not exercise any supervision or
control over the agreement service providers performing the services herein. Such agreement service
providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.
The objective is to complete the required four quarterly maintenance intervals as per the equipment
manufacturer's maintenance manual and SOW requirements, as well as the repair of discrepancies
discovered during the remedial maintenance of the equipment.
2. REQUIREMENTS:
The Contractor shall furnish all materials, labor, and transportation necessary to conduct four
Quarterly routine maintenance inspections and services. All replacement parts used shall be original
equipment manufacturer (OEM) parts. The work to be performed shall include, but is not limited to,
the following tasks under CLIN0001 (Quarterly Routine Maintenance) as well as perform repairs that
are (Reactive Service / Over and Above Maintenance) normal maintenance (identified as CLIN0002)
on Tennant scrubbers and sweepers located at Edwards Air Force Base, CA.
To ensure clear accountability and accurate tracking of all assets, a comprehensive inventory of all
equipment has been compiled. This list, located in Appendix 1, details the model number, manufacturer,
serial number, physical location, and assigned mission partner for each machine. This appendix serves
as the authoritative baseline for all equipment managed under this agreement .

Description of CLIN0001 (Quarterly Routine Maintenance)
a) Check and adjust drive belt tension
b) Check all fluid levels and fill as needed
c) Inspect and adjust all movable parts to within manufacturer specifications
d)Inspect and repair all electrical components and parts
e) Check and adjust all hoses, to include but not limited to, water, air, and hydraulic lines
f) Check and adjust squeegees
g) Check all engine and motor parts and repair as needed
h) Check all brushes and repair or replace as needed
i) Check hydraulic systems and repair as needed
j) Check safety devices such as brakes, guards, switches, and seat belts and repair as needed
k) Check articulating joints and repair as needed
l) Check tires and casters and repair or replace them as needed
m) Check recovery and solution tanks
n) Check and replace as needed all filters
o) Check and maintain all batteries and charging systems

p) Inspect and replace all seals and gaskets as needed or as scheduled by the manufacturer
q) Check and maintain clutches and transmission/transaxle
r) Perform full service to include replacing parts that are beyond economical repair with new
OEM parts
s) All manufacturers recommended scheduled maintenance
t) Address all identified discrepancies by Government personnel or contractor service
technicians
u) Operate and test equipment to ensure all adjustments and repairs meet manufacturer's
recommendations
2.1. Reactive Service / Over and Above Maintenance: CLIN0002
Any repair work that arises from unforeseen circumstances and is not covered by other specific
terms but is still within the overall scope of this agreement, shall be classified as “Over & Above"
(O&A) work under CLIN0002. The total annual expenditure for O&A work will not exceed
$82,000.00.
To streamline the procurement of Over and Above (O&A) maintenance, a list of pre-negotiated
services and materials has been established. This framework, detailed in Appendix 2, provides cost
transparency and is designed to expedite common O&A tasks. For all future O&A requirements,
refer to the process and pre-negotiated items outlined in the Appendix.
2.2. Procedure for O&A Work Authorization
All O&A work must adhere to the following minimum procedural steps:
2.2.1. Submission of Work Request
The Contractor must submit a formal Work Request (as detailed in SOW Appendix 3) to the
Government Program Manager (GPM) within five days of identifying the need for the work. This
request must contain a detailed estimate covering both labor and competitive price quotes for
materials (referencing the pre-negotiated items in Appendix 2 when applicable). No general
overhead or profit shall be applied to material costs.
2.2.2. Approval Authority
• GPM Approval: The GPM has the authority to approve any O&A work with an estimated cost
of $2,500.00 or less.
• CO Approval: For estimates exceeding $2,500.00, the GPM will forward the request and a
technical review to the Contracting Officer (CO) for final approval.
2.2.3. Government Review Criteria
The GPM and/or CO will validate the Work Request to ensure:
• The task qualifies as O&A and is not covered elsewhere in the agreement.
• The work description is clear, with instructions for repair, replacement, or disposal.

Base passes will be limited to the length of the agreement not to exceed 3 years from the date
the AFMC Form 496 is submitted to the Contracting Office for signature.
