This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation will not be issued. Solicitation number 12FPC126Q0033 is issued as a Request for Quotation (RFQ) for a single Firm Fixed Price Contract for Industrial Gases for National Soil Survey Center (NSSC) – Kellogg Soil Survey Laboratory (KSSL). Statement of Requirement This requirement is for the National Soil Survey Center (NSSC) – Kellogg Soil Survey Laboratory (KSSL) to provide a reliable supply of various compressed and liquified gases to support daily operations. The Contractor will deliver gas cylinders and dewars to the specific locations in the KSSL as specified by the Government Technical Representative. Line Items. Price Schedule – Industrial Gases for National Soil Survey Center (NSSC) – Kellogg Soil Survey Laboratory (KSSL) – Attachment 2 The Quoter shall ensure that the total price includes ALL costs to complete this requirement. THIS REQUIREMENT WILL BE FOR A BASE YEAR AND FOUR ONE YEAR OPTIONS. Description of Requirement. Quoters are responsible for viewing ALL attachments to ensure there is a clear understanding of this requirement. Attachments included with this solicitation are as follows. See SOW - Attachment 3 The anticipated period of performance is: Base Year: September 10, 2026 through September 9, 2027 Option Year One: September 10, 2027 through September 9, 2028 Option Year Two: September 10, 2028 through September 9, 2029 Option Year Three: September 10, 2029 through September 9, 2030 -- 1 of 15 -- ATTACHEMNT 1 - Industrial Gases for National Soil Survey Center (NSSC) – Kellogg Soil Survey Laboratory (KSSL) 12FPC126Q0033 Page 2 of 15 Option Year Four: September 10, 2030 through September 9, 2031 Delivery Information F.o.b. destination is requested as the F.O.B. point for all deliverables. All offers will be considered F.O.B. Destination unless F.O.B. origin is specified AND estimated shipping costs are included. Solicitation Information Award Type It is anticipated that a Firm-Fixed Price Blanket Purchase Agreement consisting of one (1) one-year base period and four (4) one-year option periods shall be awarded as a result of this synopsis/solicitation. The total duration of this contract shall not exceed five (5) years. The Government intends to make one award from this solicitation. Therefore, to be considered responsive, contractors must submit pricing for all items. Evaluation and Basis for Award The provision at FAR 52.212-2, Evaluation—Commercial Products and Commercial Services is not applicable to this solicitation. In lieu of this provision, quotes will be evaluated in accordance with FAR 12.203 based on the criteria listed below. Award will be made to the offeror representing the best value to the Government. Award will be made to the lowest price technically acceptable quote. Award is made to the quoter who demonstrates that they meet the minimum technical requirements below, and then is the lowest price. Note - offeror not registered in SAM is ineligible for contract award. 1. Technical Narrative – The narrative should be supported by evidence that gives credibility to the statements made by the quoter and in turn gives the Government enough information to understand and gain confidence in what the quoter is stating. The narrative should adequately describe the quoters experience and plans for executing the work including resources and personnel available to complete the requirement and not be a restatement of the RFQ requirements nor copy the language. Additionally, the narrative should provide evidence of timely and successful government contract completion within the past two years and demonstrated performance and experience in delivery of compressed industrial gases. The narrative should be no longer than 5 pages. 2. Past Performance within the last 5 years - – Provide three (3) references, to include names, telephone numbers and email addresses from similar scoped projects. Extent of experience -- 2 of 15 -- ATTACHEMNT 1 - Industrial Gases for National Soil Survey Center (NSSC) – Kellogg Soil Survey Laboratory (KSSL) 12FPC126Q0033 Page 3 of 15 should articulate your firm’s technical ability to meet the requirements. 3. Priced line items on Attachment 1 – Price Schedule must be completed in their entirety. Pricing that is unrealistically low or high may be considered as an indication that the quoter does not possess the understanding of the requirement or the requisite technical capability to successfully perform the work. The technical narrative will receive one of the ratings defined below. Rating Description Acceptable Quote clearly meets the minimum requirements of the solicitation and responses leave the evaluator with little or no uncertainty as to the understanding of the work, capability to successfully perform the work, or capability to effectively manage the work effort.
