PERFORMANCE WORK STATEMENT (PWS) MAINTENANCE CONTRACT FOR INDUSTRIAL PLANT EQUIPMENT (IPE) AT PEARL HARBOR NAVAL SHIPYARD (PHNSY & IMF) BACKGROUND 1.1 Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF) is a US Navy regional industrial center that maintains, overhauls and repairs various vessels of the US Navy. Located on the island of Oahu, Hawaii, the shipyard’s industrial operations provide the US naval forces with a wide range of services and resources with direct and indirect support to submarines, surface vessels and shore-based activities in the Pacific. OBJECTIVE and SCOPE 2.1 The Contractor shall provide a Trained Certified Technician to perform annual on-site, preventive maintenance (PM), repair, and calibration analysis services on Industrial Plant Equipment (IPE) listed in Appendix A to a fully operational condition. The contractor shall provide a trained and certified Original Equipment Manufacturer (OEM) technician to perform maintenance and calibration analysis on the equipment listed in Appendix A. PLACE OF PERFORMANCE 3.1 All services shall be accomplished inside buildings located within the Controlled Industrial Area (CIA) at PHNSY&IMF; JBPHH, HI. COVERED EQUIPMENT LIST 4.1 The Contractor shall refer to all IPE covered under this contract by manufacturer’s name, model number, item description, and serial numbers as designated in Appendix A to this PWS. During the term of this contract, the government may remove obsolete or unrepairable IPE. Contractor maintained equipment shall include equipment from the following Federal Supply Class (FSC): FSC 3408 – Machining Centers & Way Type Machines FSC 3415 – Grinding Machines FSC 3416 – Lathes FSC 3417 – Milling Machines FSC 3445 – Punching and Shearing Machines FSC 4940 – Shop Specialized Equipment 4.2 The Contractor shall deem all equipment identified as Criticality 1 on Appendix A as critical assets, deemed mission essential, and top priority, unless advised differently by Technical Point of Contact (TPOC) and/or Contracting Officer’s Representative (COR). DESCRIPTION OF SERVICES 5.1 The Contractor shall be responsible for the planning and scheduling of annual PM and calibration analysis of all identified pieces of equipment listed in Appendix A. The Contractor shall coordinate all maintenance and calibration services and ensure completion by trained personnel in accordance with (IAW) industry standards and OEM recommended guidelines or equivalent. Coordination will include providing transportation, equipment, parts, tools, materials, supervision, data entry, training and all other items and services necessary to maintain the IPE identified in Appendix A of this PWS. The Contractor shall be responsible for the operational status of all equipment and mitigation of problems in a method that minimizes machine down time. The Contractor shall ensure all residue generated during services is removed and the work site is cleaned at the completion of each task. 5.2 The Contractor shall schedule the performance of work between the hours of 6:30 a.m. and 3:00 p.m., Monday through Friday, excluding federal holidays. Alternate work schedules (nights and/or weekends) may be an option to support PHNSY&IMF’s production schedule. Kick-Off Meeting: The contractor shall host a joint Government/Contractor kickoff meeting within 30 days after contract award. The meeting will be held at a location determined by the government. The meeting attendees shall include government and contractor personnel and accomplish team introduction, and discussion of contractual terms and conditions. The Contractor shall document and provide meeting minutes for Government review and approval within 10 calendar days from the completion of the meeting. On-Site Contractor Requirements: On-Site Project Management: Contractor shall provide on-site project management for the duration of annual PM and calibration analysis services that will be responsible for the following (minimum): The Contractor shall communicate daily with PHNSY&IMF maintenance work center to ensure all deliverables are electronically captured. The Contractor shall deliver service reports in the approved format to be referenced in the future. The Contractor shall coordinate with any necessary outside service providers to receive parts / materials for contract service work. The Contractor shall coordinate with PHNSY&IMF maintenance work center or TPOC to facilitate receipt of parts and material. The Contractor shall coordinate with the production shops, TPOC, COR and subcontractors (if any) to schedule IPE downtime for services. The Contractor shall coordinate with PHNSY&IMF personnel to ensure access into the CIA is cleared for technicians prior to performing services within the CIA, including electronic diagnostic equipment. The Contractor shall coordinate with the TPOC/COR if electronic equipment (laptop, tablets, etc.) is needed to perform servicing of equipment. Approval by PHNSY&IMF Information Technology (IT) department is needed prior to entering the CIA. On-site Mechanical and Electric Subject Matter Expert(s) (SME): Contractor shall provide on-site SME(s) for the duration of annual PM and calibration analysis services with knowledge and responsibilities in the following areas: SME(s) shall have expertise as follows: Programmable Logic Controls (PLC) Computer Numerical Controls (CNC) Electronic Controls Hydraulic Controls Pneumatic Controls Reading and interpreting mechanical drawings and schematics Servicing and maintaining equipment including motors, hydraulic systems, transmission systems, and production-related equipment Inspecting and assessing the functionality of production machines Troubleshooting mechanical, electrical, and electronic breakdowns Adjusting mechanical parts using hand and machine tools Conducting routine maintenance and safety checks Mechanical and electrical systems m…
