W50S7S26Q0014 0001 22 July 2026 CHANGES IN RED STATEMENT OF REVOLUTIONARY FAR OVERHAUL (RFO) COMPLIANCE This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in RFO Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through the RFO baseline, as mandated and implemented for the Department of War (DoW) under Class Deviation 2026-O0005, Implementation of the Revolutionary FAR Overhaul. NAICS AND SIZE STANDARD North American Industrial Classification Standard 561710 applies to this solicitation; business size standard is $17.5 Million. The Contracting Officer reserves the right to issue a purchase order under a different NAICS if the company would qualify as a small business under the solicited NAICS. SITE VISIT INSTRUCTIONS A site visit will be conducted to allow prospective vendors to inspect the facility and assess the scope of work. Date: 28 July 2026 Time: 0800 Central Meeting Location: 126th CES Classroom, Bldg 5002 Prospective vendors planning to attend must RSVP by emailing 126.ARW.MSC@us.af.mil no later than 23 July 2026. Please include the names of all attendees in the RSVP to coordinate base access prior to arrival. Ad Hoc site visits may be scheduled at the Contracting Officer’s discretion. Please Note: To gain entry to Scott AFB, all attendees must present a REAL ID-compliant driver's license or another form of acceptable REAL ID-compliant identification at the Visitor’s Center. Failure to present compliant identification will result in a denial of base access. REQUIREMENT DESCRIPTION The contractor shall provide all management, labor, materials, equipment, and transportation necessary to perform removal of existing system, installation of an industrial roll-up curtain system and rafter bird netting, and biohazard material sanitization at the LRS Outdoor Storage Facility, Building 5018 and Building 5016 on the 126 ARW campus. The complete technical requirements, including building locations, performance standards, and material specifications, are detailed in Attachment 1, Performance Work Statement (PWS). Vendors must review the PWS in its entirety to ensure their quotes fully address all technical requirements. LINE ITEM STRUCTURE -- 1 of 6 -- W50S7S26Q0014 0001 22 July 2026 CHANGES IN RED CLIN 0001: Bird Netting, Curtains, and Abatement Quantity: 1 Unit of Issue: Job Contract Type: Firm-Fixed-Price (FFP) Period of Performance: 90 (estimated) calendar days after contract award Description: Provide all management, labor, materials, equipment, and transportation necessary to complete removal of existing system, netting/curtain installation, and biohazard abatement in accordance with the Performance Work Statement (PWS). SERVICE CONTRACT LABOR STANDARDS This requirement is subject to the Service Contract Labor Standards (formerly Service Contract Act). Workers performing service labor under this contract must be paid no less than the prevailing wage rates established in Wage Determination 2015-5075_12 May 2026, which is incorporated in full text as Attachment 2 to this solicitation. ADMINISTRATIVE NOTE TO VENDORS: This solicitation is issued as a Request for Quotation (RFQ). Any reference to "Offeror," "Offer," or "Proposal" within the incorporated provisions and clauses (including RFO 52.212-1 and RFO 52.212-2) shall be read and be interpreted as "Vendor," "Quoter," "Quote," or "Quotation" respectively. Submitting a quote does not legally bind the vendor to a contract; a binding agreement is only formed when the Government issues a purchase order and the vendor accepts it.
