PERFORMANCE WORK STATEMENT - Pest Control Contract – FY2028 1.0 General Information - 1.1 Pest Management Services - The Contractor shall perform scheduled (Type I) and on-demand (Type II) Pest Management services to protect public health, real property, facilities, and grounds on the US Army Garrison (USAG), West Point NY. Pests may be a nuisance species, invasive species, or disease or disease vector and other organisms that adversely affect readiness, military operations, or the well-being of personnel and animals; attack or damage real property, supplies, equipment, or vegetation; or are otherwise undesirable. A disease vector is any animal capable of transmitting the causative agent of a disease; serving as an intermediate or reservoir host of a pathogenic organism; or producing human discomfort, disease, or injury, including (but not limited to) mosquitoes, flies, ticks, mites, snails, and rodents. Pest Management services include project management and record keeping, pest surveillance, pest identification, pest ingress and harborage site mitigation, pesticide applications, and other required actions to control pests in and around buildings and grounds and other facilities including non-privatized family housing. 1.2 Pests Controlled - The following is a partial list of the types of pests the contractor should anticipate managing under this contract. a. Significant Public Health Pests - including, but not limited to, the following: Disease vectors, e.g., mosquitoes, ticks, bats (indoors), raccoons, fleas, roaches, bedbugs and flies; Venomous arthropods, e.g., spiders, wasps, and bees; toxic plants e.g. poison ivy, algae; Infective microbes, e.g. viruses, bacteria. b. Nuisance and Destructive insects and invertebrates - Including pests of landscape vegetation and turfs, stored product pests, wood-damaging pests. c. Vertebrate Pests - e.g., bats, birds, rodents, raccoons, skunks, deer, and snakes d. Stray or Feral Domestic Animals - dogs and cats. e. Injured Wildlife - The Contractor may encounter injured wildlife. The Contractor shall coordinate with the Natural Resources Manager to determine whether the animal may be released, rehabilitated, or must be euthanized. If, due to injury, disease, or other factors, the animal must be euthanized, the Contractor shall perform the euthanasia in accordance with their operating permit and industry best management practices. f. Unwanted Vegetation. - Including, but not limited to: Weeds in managed landscapes, turfs, and non- turf areas, non-native invasive plants in forested settings, aquatic plants in recreation areas, vines, and brush. g. Plant Pathogens. Generally, fungal diseases of landscape plants, turfs, and trees. 1.3 Buildings, Structures, and Grounds - The Contractor shall schedule and perform inspections and controls for typical household pests in all buildings and structures as listed in Attachment #1 as Type I - Scheduled work. Inspections shall include a comprehensive physical inspection of the entire structure, the placement of monitoring devices, interviews with the service order point of contact (POC), building commandants (BC), Tac NCOs, residents, custodians, etc. The contractor shall immediately perform control measures to address any identified pests discovered during inspection as well as at the direction of the COR in response to customer complaint between inspections at no additional cost to the government. Control shall include a root-cause analysis, and if applicable, recommendations for building improvements to address pest issues. The Contractor shall perform building and structure inspections for wood-boring insect infestation or visible damage to Type I structures containing wooden components annually by the end of the performance period. The Contractor shall submit an inspection report to the COR monthly of buildings with wooden structures inspected. The Contractor shall provide the COR with a five (5) year written warranty against existing and new infestations of structural pests for any areas treated. The contractor may be called to perform similar on-demand services for any building not listed in Attachment #1. Such Type II – unscheduled services may be billed outside the regular scheduled service cost. a. National Historic Landmark District. - USAG West Point has been designated as a National Historic Landmark District and is awarded the highest level of cultural resource protection afforded by US law. Many installation structures are protected and may not be altered in any way, including the attachment of exclusionary structures, without close coordination with the Installation Cultural Resources Manager. Care should be taken to avoid the use of any damaging chemicals or colorants in any pesticide application. -- 1 of 9 -- b. Improved Grounds. - The Contractor shall perform Type I inspection and control actions for pests of landscape vegetation and turfs. Areas of control shall include athletic fields, lawns, planting beds, trees and shrubs, and roadside and pavement areas identified in Attachment #1. Controlled pests shall include grubs, sucking insects, caterpillars, weevils, rats, weeds and other unwanted vegetation such as moss, as well as turf and plant diseases such as fungi, algae, etc. Similar services outside of those areas described in Attachment #1, as well as the control of medium sized vertebrate pests (i.e. geese, raccoons, woodchucks, etc.) shall be considered Type II work. c. Unimproved Grounds -The Contractor shall provide on-demand (Type II) services for the control of insect pests, invasive (non-native, noxious) plant species, unwanted brush or vines, etc. throughout the 16,000- acre West Point Military Reservation except for those excluded from entry due to military training. d.
