STATEMENT OF WORK HVAC INSTALLATION USDA BUILDING 15 USDA BUILDING 3 Southeast Watershed Research Unit 103 Bermuda Dr. Tifton, Georgia 31793 Asset ID(s): 660200B015 660200B003 PROJECT INTRODUCTION PROJECT TITLEUSDA-ARS Building 3 & 15 HVAC Replacement PROJECT BACKGROUND AND PURPOSEThe USDA, Agricultural Research Service (ARS), Southeast Watershed Research Unit’s mission is to develop the scientific understanding and associated technologies of watershed systems essential to maintaining/enhancing the environmental and natural resource base upon which a viable, sustainable, and productive agricultural economy depends. USDA Buildings 3 & 15 have had multiple mini-split HVAC units installed over multiple years in an attempt to solve heating and cooling challenges over the life of the building. This has resulted in disjointed systems that are difficult to maintain. The purpose of this project is to remove the disjointed systems and install cohesive systems that are capable of meeting the heating and cooling needs of the spaces. SCOPE AND OBJECTIVES DESCRIPTION OF WORK The Contractor must furnish all personne1l, equipment, tools, materials, supervision, and quality control necessary to remove the mini-split systems installed and replace with a multi-zone system that can heat/cool the identified spaces. The Contractor must: BUILDING 15 Remove current mini-split/conventional systems in rooms 1, 2, 4, 6, & storage room. Install central heating and air conditioning system with supply / return ducting as necessary for system operation. Install central heating and air conditioning system in rooms 1, 2, & 5. Disconnect/cap/secure any electrical / plumbing connections no longer needed Install appropriate drip pan / drainage piping / etc to ensure proper system operation. Programmable thermostats shall be provided to control zone temperatures -basic programming should include heat/cool set points and daily scheduling capability Provide system operational training if applicable. Provide all quotes as turn-key completed work. The Contractor will verify all dimensions and site conditions prior to beginning work. No Government equipment will be available for use by the Contractor. The Contractor must provide their own restroom facility. LOCATION OF WORK The project is for two buildings located at 103 Bermuda Dr., Tifton, Georgia 31793 PRE-BID SITE VISIT Interested vendors are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a quote is submitted. The purpose of a site visit is to observe conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents detail definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable. PROJECT SCHEDULE The completion of this project shall not exceed 90 days from the date of the Notice to Proceed (NTP). A request for time extension must be submitted to the Contracting Specialist/Officer in writing. Each request must include specific and detailed reasons in support of the schedule alteration. The Contractor must prepare an overall project schedule including milestone dates for all phases of work and completion date; submit to the COR for approval. This schedule is due fourteen (14) days after contract award. The Contractor must track all work progress to ensure that the project is completed according to the schedule. Include work week schedule with daily starting and stopping time. The Contractor must coordinate and confirm the dates for all work with the COR. If necessary, any request for a time extension must be submitted to the Contracting Specialist in writing. Each request must include specific and detailed reasons in support of the schedule alteration and provide an updated schedule for completion. No extension of the period of performance may be given without the written authority of the CO. Project work hours are 8:00 am to 5:00 pm, local time, Monday through Friday; federal holidays excluded. The contractor is not required to provide services on recognized Federal holidays established by Federal law (5 U.S.C. 6103). Any changes to work schedule must be submitted to CO for written approval prior to any schedule change. GENERAL REQUIREEMENTS PERMITS No known permits required. SAFETY The Contractor must submit a Site Safety Specific Plan/Accident Prevention Plan (Plan) in industry recognizable format to the COR within seven (7) days of contract award. The Plan must include phone numbers and maps to local physician offices and the nearest hospital. The Government will review and approve the Plan before issuance of the NTP. QUALITY CONTROL Provide quality control to ensure that all components of project work meet the requirements of the contract specifications. Ensure that all work not acceptable or compliant with the specifications is corrected prior to inspection or review by the COR. Quality control is the exclusive responsibility of the Contractor.
