STATEMENT OF WORK FOR DESIGN-BUILD SERVICES PROJECT TITLE: Install New 97th IS Air Handling Unit, B301 PROJECT NUMBER: SGBP 26-0013 PERIOD OF PERFORMANCE: Design: 60 days – Construction: 120 days TASK ORDER SUMMARY This Design-Build (DB) Contract Statement of Work (SOW) defines requirements for services to develop the design and construction of the following project at Offutt Air Force Base (AFB), Nebraska. Design and construct an independent HVAC system for the B301 Upper-Level rooms outlined in red. (see attached map) Provide all labor, materials, tools, equipment, Architect-Engineer (AE) services, and DB services necessary for design and construction of the project described below and other specific tasks as further defined by this SOW. Both design and construction services are part of this project. Work includes but is not limited to professional services (structural, mechanical, electrical, plumbing, etc.); general demolition and construction; mechanical and electrical work. Perform all necessary travel and services required to compile engineering data. Furnish plans, specifications, and design analyses covering the work required for the investigation and design of the project. Work shall be completed in a neat, substantial, and competent manner. The AE must conduct all necessary investigations required to validate project design requirements, and to further develop the requirements into a 100% design and construction project. Primary technical services must be performed by individuals who are credentialed members of architectural, engineering, and related design professions. Possible disciplines include, but are not limited to, architects, interior designers, engineering, and other design disciplines typically associated with design and construction of facilities, industrial hygienists, cost estimators, specification writers, and drafting technicians. Generally, a credentialed professional is licensed (e.g., registered professional engineer) to practice in the state where a facility is located; and commands the necessary expertise, in terms of knowledge and experience, to undertake the specified task to be identified at the task order level. The Design-Build (DB) Contractor shall assign a Project Manager (PM) as a single point of contact for this project. The Contracting Officer (CO) or designated representative shall be advised, in writing, of any change in this appointment during the performance of this contract. This project shall comply with current Offutt Air Force Base guidance regarding security and classification markings. Refer to attached Security Requirements for additional information. DESCRIPTION OF AE SERVICES The new independent HVAC system shall consist of two small package units or air-handlers mounted on the roof of the outlined rooms within B301. The units shall have variable speed compressors. The units shall be controlled by thermostats and averaging sensors. The existing used and abandoned ductwork shall be removed from the ceiling of the space. The units’ new Supply and Return ducts shall be routed through the roof and the distribution trunk shall run in the ceiling of the space they are feeding. The Supply duct shall be insulated. The new units shall be installed in water-tight containment pans that will be 6 inches deep and extend beyond the edges of the unit by 6 inches; the units will rest on blocks within these containment pans so that the unit itself does not sit in water. The new units are expected to be rated at approx. 5 tons cooling capacity. The HVAC for the two outlined room areas shall operate independently. Outside Air (OA) for these 2 new units shall be connected to the OA ductwork feeding to AHU-0. Power for the new units shall be routed from the roof electrical panels or from the existing AHU-0 panel or from nearby panels. The package units shall be DX cooling with electric heating. Primary objectives include, but are not limited to the following: Investigate, vet, and incorporate comments, critiques, and learned information from project stakeholders. Collect and document known project information. This may include, but is not limited to, collection of as-builts (for existing facility demolition), known site data, environmental surveys, GIS information, requirements documents, etc. Identify and document any project-specific requirements for security and antiterrorism. This should include, as a minimum, the applicability of UFC 4-010-01 DoD Minimum Antiterrorism Standards for Buildings and other security regulations. It may also include any facility-specific Design Basis Threat (DBT) and Level of Protection (LOP) that has been determined by the facility User/ Planner with the assessment process in UFC 4- 020-01 DoD Security Engineering Facilities Planning Manual. The Interagency Security Committee (ISC) in The Risk Management Process for Federal Facilities shall apply to all off-installation leased space managed by DoD and all DoD occupied space in buildings owned or operated by the U.S. General Services Administration (GSA), Provide conceptual site information which reflects any site-specific criteria. Distinguish any installation-specific requirements that may not be considered “standard” requirements. Conduct site survey and other design activities as indicated in this task order. Perform research and comprehensive investigation as appropriate to the project. Provide requirements and information in clear, well-written, straightforward manner using direct, active voice with simple, concise sentences in compliance with UFC 1-300-01. Conduct review conferences, both on-site at Offutt AFB and via webinar/ teleconference, as described below.
