Installation of Fourteen (14) Office PODs with Office Equipment – 39 Building

PART 1
GENERAL INFORMATION
1. General: This non-personal services contract involves the provision of fourteen (14) office
PODs with accompanying office equipment to the J1 Directorate. The Government shall not
exercise any supervision or control over the contract service providers performing the services
outlined herein. Such service providers shall be solely accountable to the contractor, who, in
turn, shall remain responsible to the Government Contracting Officer and Contracting Officer
Representative.
1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment,
supplies, transportation, tools, materials, supervision, and other items or non-personal services
necessary to execute the installation of fourteen (14) office PODs with accompanying office
equipment, as specified in this performance work statement. The Contractor shall perform all
work in accordance with the standards and requirements outlined in this contract.
1.2 Background: The JTF-NCR J1 Directorate requires the procurement, delivery, and
installation of modular acoustic privacy pods and office equipment to support the approved
workspace renovations for the Personnel Directorate and the Equine Proponent Directorate.
Authority has been granted to transform these designated workspaces from traditional closed
offices into a modernized open office configuration. While this transition enhances spatial
efficiency and promotes collaborative workflows, the physical layout presents immediate
operational challenges related to the management of sensitive materials. The installation of these
privacy pods will mitigate critical operational security (OPSEC) risks and reduce verbal and
visual exposure of personally identifiable information (PII) and other sensitive data.
1.3 Objectives/Scope: The installation of fourteen (14) office PODs with accompanying office
equipment shall be performed by the Contractor. The scope of services includes providing all
necessary furnishings, materials, equipment, labor, supervision, and management to coordinate
delivery, unload new items, install and position items in designated areas, assemble components
in accordance with factory standards, secure and store items as specified, and properly dispose of
all packaging and crating materials. All quotes shall include field verification of building
conditions, including verification of electrical connections required for plug-in furniture. The
Contractor shall provide a full-time project manager to attend the post-award meeting, assist in
color selection, verify room dimensions, coordinate scheduling with the Government, and
oversee the entire project to ensure successful completion.

1.4 Period of Performance: 28 September 2026 – 29 September 2026
1.5 General Information
1.5.1 Quality Control: Quality control is the responsibility of the contractor with oversight from
the government. The contractor is responsible for the delivery of quality services/supplies to the
government (see FAR 52.246-1, Contractor Inspection Requirements). The contractor shall
develop, implement and maintain an effective quality control system that includes a written
quality control plan (QCP). The QCP shall implement standardized procedure/methodology for
monitoring and documenting contract performance to ensure all contract requirements are met.
The contractors’ QCP must contain a systematic approach to monitor operations to ensure
acceptable services/products are provided to the government. The QCP, as a minimum, shall
address continuous process improvement; procedures for scheduling, conducting and
documentation of inspection; discrepancy identification and correction; corrective action
procedures to include procedures for addressing government discovered non-conformances;
procedures for root cause analysis to identify the root cause and root cause corrective action to
prevent re-occurrence of discrepancies; procedures for trend analysis; and procedures for
collecting and addressing customer feedback/complaints. The contractor shall upon request
provide to the government their quality control documentation. Within Five (5) days after
contract is awarded, three copies of a comprehensive written QCP shall be submitted to the
Contracting Officer, (KO) Contracting Officer Representative (COR) and Program Manager
within five (5) working days when changes are made thereafter. After acceptance of the quality
control plan the contractor shall receive the contracting officer’s acceptance in writing of any
proposed change to its QC system.
1.5.2 Quality Assurance: The Government shall evaluate the Contractor's performance under this
contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily
focused on what the Government must do to ensure that the Contractor has performed in
accordance with the pe1formance standards. It defines how the performance standards will be
applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.5.3 Federal Government Holidays: Contractor is not required to perform services on holidays.
