Statement of Work For 6017 CHRP Roof Rehab June 2026 1.0 CONTRACT PROJECT: 6017 CHRP Roof Rehab 2.0 LOCATION: USDA Moore Air Base (MAB) APHIS PPQ FO CHRP (Citrus Health Response Program) Building 6017 22675 N. Moorefield Rd. Moore Air Base Edinburg, TX 78541 3.0 PROJECT BACKGROUND: USDA, APHIS, PPQ, FO, CHRP collaborate with State departments of agriculture and the citrus industry to safeguard the American citrus industry. The goals of the Citrus Health Response Program (CHRP) are to sustain the U.S. citrus industry, maintain grower access to export markets, and safeguard citrus-producing areas against exotic citrus diseases and pests. To achieve these goals, CHRP performs multi-pest surveys in commercial and residential citrus areas to identify early infestations of exotic citrus pests for eradication, and to ensure that quarantine boundaries accurately reflect infested areas. CHRP protects the American consumer’s access to domestically produced citrus fruit and nursery trees with regulations that limit the spread of pests to un-infested areas. Citrus-producing regions in the United States are at high risk for the introduction and establishment of exotic pests and diseases because of their proximity to international air and maritime ports and favorable climatic conditions. Five exotic citrus pests and diseases are established in the United States and have the potential to harm every acre of citrus if they were allowed to spread. They include huanglongbing, also known as citrus greening; Asian citrus psyllid; citrus canker; citrus black spot; and sweet orange scab. The current MAB CHRP building 6017 has roof leaks and needs a new roof coating to mitigate the leaks entering the building offices. 4.0 DESCRIPTION: Coat and seal the entire building 6017 roof with a quality elastomeric reflective roof coating and repair any roof leaks present that are beyond the ability to be just coated and cause future leaks. 4.0.1 Roof Coating Seal/Repair Specifications: Contractors must attend a solicitation site visit to acquire all roof repair/seal measurements and specifics. The rough roof measurements are: 115’ L X 75’ W. Provide labor and materials to apply elastomeric reflective roof coating to the Greening Building. Roof shall be power soft wash to remove excess dirt and grime for proper adhesion to the existing metal roof. Includes planning, equipment, and material acquisition, area preparation and protection, setup and cleanup. Repair all areas with extensive roof damage causing water leaks into the building before new roof coat sealant is applied. Install new heavy duty elastomeric reflective roof coating. The new coating shall be applied on a clear, warm sunny day. Temperatures must be above 55°F (12°C) for 24 hours and rise, but not above 110°F (43°C). Apply with a 3/4” nap exterior paint roller or professional airless sprayer. First, apply one coat over all seems and joints and allow to cure for one hour or until dry. Then, apply two uniform coats, avoiding excessive rolling or spraying. Two coats are mandatory for all applications. Apply second coat perpendicular to first coat. Minimum of two coats shall be applied to the roof allowing proper dry time between coats. Communicate and protect the building surroundings from paint overspray or excess paint spillage. Any material over spray or material spillage will be the responsibility of the contractor to clean and make right/compensate. Keep construction site clean and leave the surrounding area clean after project completion. The Contractor shall ensure that all solutions/products shall be used in strict conformance with the product's Environmental Protection Agency (EPA) and state requirements. All manufacturers' instructions and recommendations for the use of the solutions shall be strictly followed. In addition, the contractor shall comply with all federal, state, or local laws and regulations concerning the use, storage, and disposal of hazardous materials. Contractor will provide Material Safety Data Sheets (MSDS) as specified in this contract and keep the sheets current for any product that is used in this contract. Contractors must comply with applicable codes, environmental regulations in the State of Texas and local ordinances. All work shall be performed in accordance with all applicable State and Local codes and standards. All work to be performed by EPA certified technicians and executed in a professional workman like manner. All equipment and material installed on this project shall be new and unused unless otherwise noted. All work to be performed during normal business hours, Monday through Friday, unless otherwise noted. 5.0 Facility Security and Safety Requirements: In addition to this SOW, Moore Air Base is a restricted facility. Work Hours are Monday through Friday from 7:00 AM to 3:30 PM. All work outside of the mentioned days and hours shall be approved by the Facilities Maintenance manager in writing, prior to entering the facility. This includes work during Federal holidays. Some of this work will be required after 3:30. The Contractor is to provide a schedule for those days to coordinate with the Maintenance Mechanic Supervisor. All Contractor employees shall have a valid picture identification such as a driver’s license or a State identification card. All vehicles shall have proper insurance and registration for entering the facility. All Contractors working at the facility shall remain in the project site under the supervision of a qualified job site superintendent. Anyone found outside of the determined construction area will be removed from the facility and not allowed to return. All Contractors shall provide temporary and portable restroom facilities for their employees if the project has a duration of over three working days.
