Statement of Work OEM SERVICES FOR LIFTING MAIN ENGINE HIGH PRESSURE TURBINE CASING Section A: Scope 1. OBJECTIVE: 1.1 Provide OEM guidance and technical oversight for lifting and reinstallation of the #1 Main Propulsion Unit (MPU) High Pressure (HP) Turbine casing to repair labyrinth packing leak by as well as providing induction heating services/tooling for removal of casing fasteners. 2. BACKGROUND/INTRODUCTION: 2.1 Ships force reported 1 Gland Seal (GS) is experiencing abnormalities in maintaining GS header pressure. Troubleshooting and communications with PREPY have narrowed the plausible source to the #1 HP Turbine Labyrinth Packing. During a new carrier availability construction, Newport News Shipbuilding (NNS) NNS found MPU HP turbine labyrinth seal flat bar springs were not hardened properly, with similar issues noted on following inspections for the carrier availability. Repairing labyrinth springs on the #1 HP Turbine requires lifting the turbine casing. Section B: Applicable Documents 3. DOCUMENTATION: 3.1 REFERENCE: A) LIAISON ACTION REQUEST (LAR) CVN78-26-PP-3.2-96673 B) TECH MANUAL S9126-62-MMA-010 (N), REV. 4 – CVN 78 CLASS MAIN PROPULSION UNIT (N) MAIN PROPULSION TURBINES Section C: Requirements 4. SCOPE OF WORK: Provide field service technical direction, material (labyrinth packing assemblies) in support of #1 HP Casing Lift for the planned replacement of all labyrinth packing. Contractor to provide -- 1 of 10 -- subcontracting for induction bolt heating equipment and bolt heating technician for HP casing disassembly and HP casing reassembly. 5. CONTRACTOR RESPONSIBILITY: 5.1 Provide induction heating equipment and personnel for turbine casing fastener removal per OEM specifications. 5.2 Provide guidance, replacement labyrinth packing material, and technical oversight of the inspection and replacement of labyrinth packing on #1 MPU HP Turbine per OEM specifications. 5.3 Provide Open and Inspect Condition Found Report (CFR) throughout repair process. 5.4 Provide periodic condition found reports (CFR) and recommendations of noteworthy non-conformances during disassembly and reassembly of #1 MPU HP Turbine. 5.5 Provide Completion Report in approved transferable media. Report to include completed overhaul report for #1 MPU HP Turbine per TM S9216-62-MMA-010, Rev. 4, Section 6.2.19 and Figure 7-22. 6. NNSY/GOVERNMENT RESPONSIBILITY: 6.1 Government shall ensure these services are available and operational as needed: 6.1.1 Electrical Power 120 Volt AC 6.1.2 Proper Lightning 6.1.3 Adequate Ventilation 6.1.4 Low pressure air 6.1.5 Forklift and crane services 6.1.6 De-energize and tag-out sources of power and then restore 6.2 Government shall meet with Contractor to plan job, review requirements, and ensure access to space and OSHA safe environment. 7. GOVERNMENT FURNISHED PROPERTY: -- 2 of 10 -- No government furnished property will require removal from NNSY for the purposes of this repair. 8. SECURITY REQUIREMENTS: 8.1 Contractor will be accessing our facilities at NNSY and will require satisfactory security to access the engine spaces on the CVN 78. 9. SAFETY REQUIREMENTS: 14.1 "Per FAR 22.102-1(a) entitled "Safety", Contractors are hereby informed that their employees or representatives present on property under Norfolk Naval Shipyard cognizance must follow Federal and State OSHA requirements OSHE OSHECM Chapter Hazardous Energy Control (HEC) requirements or safety requirements for site specific location of the contract. 14.2 Contractors and Non-NNSY Government Agencies (NNGAs) are hereby informed that their employees or representatives present on property under Norfolk Naval Shipyard (NNSY) cognizance must adhere to Federal OSHA requirements for hazardous -- 3 of 10 -- energy control IAW 29 CFR 1915.89 and must follow Hazardous Energy Control (HEC) procedures as identified in NAVSEA’s Occupational Safety, Health, and Environment Corporate Manual (OSHECM) Chapter 250 (latest revision), when performing work under NNSY contract. All HEC work to be performed by Contractors and NNGAs requires that NNSY Technical Points of Contact (TPOCs) and/or Contracting Officer’s Representatives (CORs) be notified of the HEC scope of work prior to starting work. Any changes or deviations in the initial scope of HEC work requires the NNSY TPOCs and/or CORs to be informed of the change/deviation. Appendix 250.B-1 through B-3 of OSHECM Chapter 250 for multiple employer work identifies when Contractors and NNGAs are required to assign their Lockout/Tags-Plus Coordinator (LOTC) to coordinate HEC work with the cognizant NNSY LOTC. HEC locks shall be provided by the contractor or NNGA for their employees’ use. The HEC locks shall have red bodies with name labels or name tags affixed, identifying who installed the HEC lock(s) and a point of contact telephone number. HEC lock name labels and tags must be made of materials that will hold up to the environment to which they are exposed. HEC tags used for Tags-Plus HEC work shall be provided by the cognizant NNSY LOTC to the contractor or NNGA for their use if machinery, equipment, or systems (MES) cannot be locked out.
