STATEMENT OF WORK (SOW) for Parking Spaces at IRS Boston MA Background U.S. Treasury, Internal Revenue Service (IRS) is committed and proudly serves the US Taxpayers community by providing the best possible revenue and tax services to U.S. residents and provides the highest standards of service to customers. IRS does this by maintaining its mission and by providing the services, supplies, materials and equipment necessary to support excellence to taxpayers. The Facility Management and Security Services (FMSS) section of the IRS Boston MA Territory needs a service, 13 parking spaces, located near MA0131/JFK, 15 New Sudbury St., Boston MA 02203. The Internal Revenue Service (IRS) has a requirement for a parking facility to provide parking spaces for the Boston IRS Territory. The contractor shall provide services of 13 parking lot spaces for IRS to park and use vehicles. 11 vehicles would need 24-hour access 7 days a week in secured space and 2 vehicles would need 24 hours access 7 days a week in unsecured space. The Contractor shall provide all management, supervision, and shall plan, schedule, coordinate, and assure effective performance of all services described herein. This requirement is for provision of parking lot spaces for use within walking distance of IRS Boston MA. The procurement described herein is required to achieve the objectives as follows, with the following evaluation factors: Evaluation Criteria Factors: The following are equally weighted. Price Geographic locality Technical Review: contractors will provide proof of ability to provide this service with proof of locational and area delivery of this service in the past. Scope and Service CLIN SERVICE CONTRACT TYPE UNIT QTY 0001 Base Period (12 Months) Parking (13 Spaces) FFP MO 12 1001 Option Period 1 (12 Months) Parking (13 Spaces) FFP MO 12 Perform the following scope items as described below: The Contractor shall provide all management, supervision, labor, materials, supplies, and equipment (unless otherwise stated), and shall plan, schedule, coordinate, and assure effective performance of all services for parking of vehicles, 13 parking lot spaces for IRS to park and use vehicles. 11 vehicles would need 24-hour access 7 days a week in secured space and 2 vehicles would need 24 hours access 7 days a week in unsecured space for U.S. Department of Treasury, Internal Revenue Service (IRS), MA0131/JFK, 15 New Sudbury St., Boston MA 02203. The period of performance for this service will be monthly, covering 1 year, plus 1 option year. Vendor/Contractor shall ensure security of vehicles, persons, and objects on property where vehicles will be parked, for this service, and the contract property shall be free and clear of any hazards and be clean and safe. The vendor/contractor shall have an assigned supervisor to act as a focal point for the provider and shall obtain approvals from the IRS/Shreyek Khadka, regarding service. Vehicle and IRS Employee Protection: Vendor/Contractor shall be responsible for protecting all government persons and property. The contractor shall conduct a walkthrough of the facility with Shreyek Khadka, FMSS IRS, on an as needed basis. GENERAL INFORMATION: Contractor employees must be cleared with any security requirements. Work to be completed using best practice, local, state, and Federal requirements, including regulations and laws. Vendor/Contractor shall provide all tools and equipment required to complete any work and service. The contractor must fix and/or replace any damage done to government property. There is no use of government equipment, and no government furnished property for use by the service provider/contractor/vendor. Delivery is considered destination, and all prices include delivery of this service. Service shall be performed during normal working hours. Requirements The vendor shall provide service of parking spaces for vehicles within a 10 minute walking distance of MA0131/JFK, 15 New Sudbury St., Boston MA 02203. Delivery The vendor shall make use of commercial best practices in the service and a minimum notice of 24 hours is required prior to delivery service problems (if problems of service occurs). The contractor will provide service information. The service must be delivered beginning August 1, 2026, near to and within walking distance of the following delivery locations: Internal Revenue Service MA0131/JFK 15 New Sudbury St. Boston MA 02203 Period of Performance (POP) The period of performance for this service will be after award date and shall be from August 1, 2026, through July 31, 2027. One (1) 12-month Option Period is included. 5. Inspection and Acceptance The Delivery POC is responsible for review, inspection and acceptance of all items. Contracting Officer and COR will conduct inspections and acceptances. 6. Payment Contractor shall submit invoice(s) upon delivery of service on a monthly basis, and invoice shall be submitted, required to be electronically to the government. Payments will be reviewed and paid based on the agreed contract amount. 7. Invoice Review The Delivery POC may reject or require correction of any deficiencies found in the invoice or receiving report. In the event of a rejected invoice or receiving report, the Contractor must be notified in writing by the Delivery POC of the specific reasons for rejection. 8. Contract Type for this Order The Government anticipates that this task order will result in a “Firm Fixed Price” (FFP) award. 9.
