STATEMENT OF WORK
Objective:
The Federal Bureau of Prisons of Field Acquisition Office, Grand Prairie, Texas, intends to
make an award to a single responsible entity for the provision of Parking Garage/Parking
Lot Services. The purpose of the contract is to obtain 185 parking spaces for the use of the
U.S. Department of Justice, Federal Bureau of Prisons, Federal Detention Center (FDC),
1200 Texas Avenue, Houston, Texas 77002.
Description of services to be provided
The Contractor shall provide 24-hour, 7 day per week, 365 day per year, access to 185
parking spaces to be utilized by all staff of the Federal Detention Center. The Contractor
shall provide a continuous safe and secure environment for all staff utilizing the parking
facility.
The Contractor shall provide armed security for all staff and their vehicles parked in the
Contractor facility. For informational purposes - there are approximately 270 employees
(working varying shifts) that will use the required 185 parking spaces. Failure to provide the
required 185 parking spaces daily will result in the contractor reimbursing any cost incurred
to the U.S. Department of Justice, Federal Bureau of Prisons, Federal Detention Center
(FDC), 1200 Texas Avenue, Houston, Texas 77002.
The parking area must be located within "reasonable walking distance" of the Federal
Detention Center (FDC). Reasonable walking distance has been determined to be less than
one third (.3333) of one (1) mile.
The Contractor shall provide a paved parking area for all vehicles. All parking areas shall be
illuminated as provided by the standard of the industry (minimum four candlelight power).
The entire parking area will be maintained and secured by the contractor. It is expected the
parking area will be maintained as clean and safe. It is expected that the contracted
parking facility will meet or exceed all Local, State and Federal Regulations as related to the
particular type of parking facility.
Should the parking area be controlled by gates, doors, attendants, etc. ease of access into
and out of the area must be accomplished by staff members 24 hours a day seven days a
week. To this end, if "Key Cards" or "Access Fob" are needed to enter the parking facility,
two hundred eighty (280) will be supplied at no additional cost. Should garage doors be
installed on the facility as an extra security measure, garage door openers will be needed

within any 24-hour period to enter this area the contractor shall provide two-hundred eighty
(280) garage door openers will be supplied by the Contractor at no additional cost. Lost or
Damaged cards will be replaced at a maximum fee of no more than $5.00 per card/fob. The
contractor shall re-key or replace defective key cards/fobs within 1 business day at no cost
Card Revocation: Any Key card/Fob system provided by the contractor shall have the
ability to be disabled from the control panel through an access control system’s software.
The institution shall notify the contractor within 2 hours of becoming aware of a lost/stolen
or in cases where a staff member ceases employment without turning in a Key card/Fob.
Security upgrade: If the contractor is moving to a new access control system, old
cards/fobs may need to be reprogrammed or replaced with new ones. The institution shall
be notified 2 weeks prior to the upgrade to ensure proper communication is sent to users.
Implementation and delivery of new security key card/fobs will be coordinated with the
Contracting Officer Representative (COR). The contractor shall supply two hundred eighty
(280) security key cards/fobs if there is an upgrade to these devices.
Maintain Security
The Contractor shall provide safe and secure parking amenities for all staff vehicles,
including Government vehicles assigned a parking access card.
Method of Performance
The Contractor has sole responsibility and discretion for choosing and implementing the
manner and method of performing tasks outlined in the Statement of Work as long as the
requirements are met in accordance with the policies described above.
Contract Pricing
The contract rates for these services shall be on a per space basis per the time period. The
contract rates shall include all charges for providing parking garage/parking lot services.
The Government shall assign an Administrative Contracting Officer (ACO) to the contractor.
The Government shall submit an application to the Contractor for each staff participating
to the Parking Program. The Government shall instruct staff to abide by all rules and
regulations within the confines of the garage, on-line, including updating their information
of their vehicle.
