The Government's exercise of each option year is subject to satisfactory contractor performance and the availability of appropriated funds. 1. GENERAL INFORMATION
This Scope of Work (SOW) establishes requirements for electrical inspection and repair services at the National Parks of Boston (BOST), including Charlestown Navy Yard, Bunker Hill Monument, and Dorchester Heights, under a Time and Materials (T&M) contract structure.
The National Park Service (NPS) reserves the right to purchase materials directly to reduce costs when applicable. There is no limit on the number of site visits. All work requires a written quote submitted by the awardee and approved in writing by the Contracting Officer's Representative (COR) before any work is performed. Materials procured by the contractor are subject to a maximum 20% markup, and all receipts must be provided to document compliance.
2. BACKGROUND
The National Park Service requires electrical system inspection and repair services for twenty (20) buildings and associated grounds within the National Parks of Boston, located primarily at the Charlestown Navy Yard with additional sites at Bunker Hill Monument and Dorchester Heights.
These historic structures range in age from approximately 15 to 225 years and include diverse facility types: visitor centers, administrative offices, residential facilities, museum spaces, maintenance facilities, and security checkpoints.
3. PURPOSE AND SCOPE
3.1 Contract Purpose
The selected contractor shall furnish all labor, transportation, equipment, tools, and supervision necessary to perform electrical system inspections and repairs at The National Parks of Boston on a Time and Materials basis. The NPS reserves the right to procure and supply materials directly where cost savings can be achieved; in such cases, contractor-supplied materials are not required, and no markup is applicable to Government-Furnished Materials (GFM).
This contract is structured as a Base Year with two (2) subsequent Option Years. Each option year is subject to the Government's determination of satisfactory contractor performance and availability of appropriated funds.
3.2 Contract Line Item Structure
This contract contains a single Time and Materials (T&M) Contract Line Item Number (CLIN) per contract year. There are no Firm Fixed Price CLINs. All work — including inspections, repairs, emergency response, and all other electrical services — is performed and billed under T&M pricing at the approved fully burdened labor rates. The contract ceiling for each year applies to the aggregate of all work performed at all locations during that period of performance.
