QUESTIONS & ANSWERS
Questions are in black text & Answers are in red text
QUESTION 1 RECEIVED JUNE 17 2026 from gershon@meselintegratedservices.com
QUESTION 1 ANSWERED JUNE 17 2026
1. Q: Are both locations (Boyce and Elmer) expected to be serviced on the same days, or can they be scheduled independently?
A: They can be done on separate days as long as both get serviced 2 days each during the week.
2. Q: Is there flexibility in which days of the week service is performed (e.g., Mon/Wed vs. Tue/Thu), or are specific days required?
A: There is definite flexibility in what days of the week the work is completed as long as our office is open (i.e. no federal holidays or
emergency closures, in which case notice would be provided to the contractor as soon as possible.)
3. Q: Is there a preferred time window within business hours for cleaning, or can the contractor work any time between 7:30am–
4:00pm?
A: Anytime during our business day of 0730 – 1600.
4. Q: How many restrooms and approximately how many trash receptacles are at each location?
A: District office: 2 restrooms (3 toilets/1 urinal) / 22 trash cans. Work Center: 2 restrooms (2 toilets/1 urinal) / 14 trash cans
5. Q: The SOW indicates the government furnishes cleaning supplies. Can you confirm this includes trash liners, mop heads, and
vacuum bags — or are any consumables contractor-furnished?
A: All supplies will be supplied by the government.
6. Q: Will a dedicated storage area with a utility sink be available at each location?
A: Yes
7. Q: Is there a current incumbent contractor performing these services, and if so, is the current contract value publicly available?
A: Services are currently being supplied but I am not sure if I am allowed to provide the details. I believe that would be a question
for the Contracting Officer.
8. Q: The solicitation notes that a neutral past performance rating is acceptable for award — can you confirm that an offeror with no
prior federal contracts would still be fully eligible and competitive?
A: This is a question for the Contracting Officer. >>>>
a. FAR 17.2 Options is the basis for this contract & FAR 15.3 describes the governments Source Selection for “Best Value.”
b. a Neutral Rating is Acceptable, simply write in the past performance questionnaire “no past federal contract experience”, a negative
rating will be treated accordingly as negative, so a neutral past is fully eligible and competitive for solicitation.
QUESTION 2 RECEIVED JUNE 18 2026 from gchauhan13@bgov.com
QUESTION 2 ANSWERED JUNE 18 2026
1. Q: We would like to know if this is a brand new contract or if there is (was) an incumbent performing these services. If not brand
new, could you please provide the current / previous contract number?
A: This is a new requirement & per FAR 15.3 this information is protected as Source Selection data and award will be made to the
Best Value.
