BACKGROUND
The primary driver of this project is a severe safety hazard: extensive gopher infestations have created a network of subsurface voids and surface holes across the playing area resulting in an uneven, hazardous field that risks serious player injuries (e.g., ankle sprains and falls).
This Statement of Work (SOW) defines the requirements for the complete design-build refurbishment and renovation of the grass turf, subsurface gopher barrier, in-ground irrigation system at Johnson Softball Field (Facility #1883). An uneven field, or damaged equipment increases the risk of player injury.
INTRODUCTION
The project site is located at the Johnson Softball Field, Facility #1883, on Burgan Boulevard, Travis AFB, California (directly across the street from base lodging and south of the Dining Facility/DFAC). The contractor shall provide all labor, materials, equipment, permits, clearances, engineering/design services, transportation, traffic control, and supervision necessary to deliver a complete and usable athletic facility. The scope combines comprehensive civil, agricultural, irrigation tasks. The final product must fully restore the field's playing surface, establish a robust subterranean pest barrier, modernize the facility's utility and structural support networks, and meet all applicable Unified Facilities Criteria (UFC) standards.

REPAIRS: Contractor shall:
Rototill the existing turf, eradicate gopher holes, backfill burrow networks. Applicable Codes & Standards: UFC 3-201-02 – Landscape Architecture.
Level and Grade Johnson Field for Improved Drainage: Regrade field surface to establish positive surface drainage away from playing areas. Submit drainage plan for government approval. Applicable Codes & Standards: UFC 3-201-01 – Civil Engineering; IBC Chapter 18 – Soils and Foundations / Site Grading
Install Subsurface Pest Barrier (Gopher Wire Mesh): Supply and install a continuous subterranean pest barrier directly beneath the seeding/turf root zone across the entire athletic field playing surface footprint (~72550 sf) prior to final turf/seeding establishment.
Material Specification: Type 304 Stainless Steel Welded Wire Mesh (Hardware Cloth) conforming to ASTM A1022 or ASTM A580.
Wire Gauge: 18 AWG (American Wire Gauge) heavy-duty stainless-steel wire.
Mesh Opening: 1/2 in x 1/2 in square mesh opening (or 3/4 in x 3/4 in maximum opening) to prevent burrowing penetration while ensuring unrestricted root growth and water drainage.
Installation Standards: Lay mesh panels flat across level subgrade with a minimum 6-inch overlap on all seams. Secure all seams and perimeters of the mesh panels to the subgrade using 6-inch 11-gauge galvanized or stainless-steel landscape staples spaced maximum 18 inches on center. Extend mesh a minimum of 12 inches up perimeter fence footing borders or landscape headers to prevent edge bypass. Cover mesh with a 1-inch to 2-inch buffer layer of topdressing soil prior to seeding placement. Provide full UFGS specifications, structural/fastening details, and layout. Applicable Codes & Standards: UFC 3-201-02 – Landscape Architecture; ASTM A1022 or ASTM A580
Seeding: Upon completion of all groundwork the contractor shall seed the topsoil in the existing turf area. Establish a minimum 95 percent uniform ‘stand of turf’ in accordance with Section 32 05 33 (Landscape Establishment). Contractor is responsible for growth of ground cover until maturation. Contractor shall be responsible for athletic field turf establishment requires high-traffic seed varieties in which the contractor must submit for government approval. The contractor shall apply the seed mix at a rate of 6 to 10 lbs per 1,000 square feet. The contractor must submit their seed distribution plan for government approval. Following seed distribution, the area must be rolled lightly to ensure optimal seed-to-soil contact and irrigated continuously to maintain the consistent soil moisture required for successful germination and growth.
Repair In-Ground Sprinkler System: Repair heads, laterals, backflow prevention, and control valves to restore system to 100% operational status and head-to-head coverage. Applicable Codes & Standards: UFC 3-201-02 – Landscape Architecture. IPC/UPC Chapter 6 – Water Supply & Backflow Protection.

Construction Schedule
Design Construction Documents: Prepare, organize, and present Design Construction Documents in accordance with the requirements of UFC 1-200-01 (DoD Building code), the A/E/C CAD Standard (Release 6.2), and the A/E/C Graphics Standard (Release 2.2). Contractor will not be allowed to start construction without the Government-approved documents listed below.
Design Drawings: Prepare using AutoCAD 2024 formatted for ANSI D (22” x 34”) sheets and shall include the standard Travis AFB title block on each sheet.
The Ready for Construction submission shall be stamped and signed by the Designer of Record …
