SECTION 1 BACKGROUND
1.A. MSC Role
1.A.1. As the Navy Component Command of the United States Transportation Command
(USTRANSCOM), the Military Sealift Command (MSC) provides all strategic and maritime
logistics for the Department of War (DoW). MSC operates government-owned and commercial
ships to deliver equipment, fuel, and supplies to joint forces worldwide, acting as the maritime
arm of USTRANSCOM.
1.A.2. MSC reports to the Navy (U.S. Fleet Forces Command) for administrative purposes, it
operates under the combatant command of USTRANSCOM for transportation missions. MSC
provides three main types of support to USTRANSCOM: surge sealift (moving unit equipment),
prepositioned sealift (keeping supplies at sea), and sustainment sealift (resupplying forces).
SECTION 2 SCOPE
2.A. Overview
2.A.1.1. The Joint Global Sealift Charter (JGSC) contract enables MSC to fulfill its
mission by providing strategic sealift to facilitate USTRANSCOM’s global movement of large-
volume combat forces’ rolling stock and associated materials through short-term worldwide time
and voyage charters. The Contractor must own or control a Roll-On/Roll-Off (RORO), multi-
purpose, or vehicle carrier vessel. Additionally, the Contractor must maintain status as a
Voluntary Intermodal Sealift Agreement (VISA) Participant throughout the life of the contract.
A VISA Participant is defined as an entity that is a U.S.-flag vessel operator organized under the
laws of a State of the United States, or the District of Columbia, that is a signatory party to
VISA, including all United States subsidiaries and affiliates of the entity which own, operate,
charter or lease ships and intermodal equipment in the regular course of their business and in
which the entity holds a controlling interest.
