RFIs (Received Before 10 July 2024 Industry Day)
Question 1:
Question: What is the expected crew size for RAV Periods?
Answer: Looking for feedback from vendors: COI size if the normal crew size is greater than the COI.
Question 2:
Question: Will some crew require clearances higher than SECRET?
Answer: We anticipate that the highest level will be SECRET, but as the PWS is developed we will
have a better listing of who will need what clearance level.
Question 3:
Question: Will shoreside staƯ (Port Engineers, etc.) require SECRET clearances?
Answer: It is anticipated that shoreside staƯ, port engineers, etc. require secret clearances.
Question 4:
Question: Is there a specific geographic location/region where the SECRET-level facility needs to
be?
Answer: Anticipate that this would be a US facility, whatever company is that gets the contract
would have the secret level facility clearance.
Question 5/ 6:
Question: Does the company as a whole need to meet requirements in 5.e.ii/ 5.e.iii or would
personnel within the company who have such experience be adequate?
Answer: This will be dependent upon the technical requirements when the solicitation is released.
For purposes of this market survey, please provide how you would meet, or potentially meet, the
requirement (e.g. can the company meet it as a whole, if not - would it be possible for you to get
qualified personnel that could meet it, etc.).
Question 7:
Question: Does Table 1 pricing need to include all shoreside personnel costs or just the cost of the
crew personnel as outlined in Table 2?
Answer: Our suggestion would be to include all shoreside personnel as well to get an overall better
idea of what total cost might be for both shoreside and ship personnel when you're submitting your
ROM.

Question: For the RAV periods, does “all contractor personnel” (5.e.iv) include shore personnel
supporting repair eƯorts?

Answer: Yes, please include all shoreside personnel for purposes of market research.
Question 9:
Question: Who is responsible for selecting MTA & VR locations and vendors?
Answer: MSC has a requirement for key equipment to be maintained by the OEM or equivalent. It is
anticipated that MTA or VR locations will be based on the geographic region where the ship is
operating.
Question 10:
Question: Will the government be providing a planned maintenance schedule for equipment on the
vessel, or will the contractor be responsible for creating one?
Answer: This will be provided as a planned maintenance schedule in SAMM (Shipboard Automated
Maintenance System).
Question 11:
Question: Will a bareboat or time charter agreement between the govt and contractor be required?
Does the govt anticipate using BIMCO?
Answer: No, for purposes of this market survey, no bareboat, time charter agreements, or BIMCO
documents are anticipated. Historically some contractors use BIMCO documents/ subcontract
with a subcontractor, but that's up to the prime and the sub.
Question 12:
Question: Is reimbursable overtime allowable for emergent underway evolutions and repairs
outside of scheduled 8-hour watches?
Answer: We have no PWS finalized at this time. Normally, overtime to account for hours or days etc.
would be included in the fixed price.
Question 13:
Question: Is the contractor responsible for hull and machinery, P&I/ pollution insurance, etc.?
Answer: Historically, contractors don't carry hull and machinery, just P&I/ pollution coverage.
Question 14:
Question: Does the day rate have to include travel, tax location diƯerential, CBA rate diƯerential,
and insurance (personal or property) costs or can they be accounted as cost reimbursable ODC or
OAWR?
Answer: Generally, the daily rate is supposed to cover all costs that aren't directly reimbursable. If
insurance is required, it is not reimbursable and should be included in the per diem.

Question: Are there any on prem. or local facility requirements for the crew messing and berthing
during crew switchovers that are part of project scope or total evaluated price?
Answer: Generally, if talking overlap it would be included in the per diem rate.
Question 16:
Question: Is there to be a fee limit on cost reimbursable items such as labor, DC or material?
Answer: If directly between the prime, which would be you, and the government, there is no fee
allowed. The subcontractor may charge for some type of fee to you when you're subcontracting out
to a shipyard. It's up to the prime contractor to determine any pricing from subcontractors as fair
and reasonable.
Question 17:
Question: What is the corporate exposure/liability for incidents at sea or MARPOL release events?
Answer: Situationally dependent on the actual incident.
Question 18:
Question: What is the tonnage and horsepower of these ships?
Answer: Tonnage: 5110 LT (5191 mt) and horsepower: 12,600 HP.
Question 19:
Question: Will these ships require mariners with USCG unlimited tonnage and horsepower
licenses?
Answer: It is anticipated that they will require unlimited tonnage and horsepower licenses.

Question 1:
Question: Are you planning on issuing a draft PWS for comment sometime after the RFIs are
collected or are to going to issue a final solicitation?
Answer: Undetermined. We are in the process of developing the PWS and the source selection
strategy.
Question 2:
Question: Is this expected to be Firm Fixed Price (FFP) or Fixed Price Incentive Fee (FPIF) for the bulk
of it at least?
Answer: We are currently considering firm fixed price with reimbursable elements and potential
award fees but we are open to ideas from industry.

Question: For some of the MSC specific courses such as CBR-D, etc. are you looking at any civilian
training or is there another maritime certification that is part of the process to demonstrate
