GENERAL: This market survey is to gather information for a potential government-owned, contractor
operated (GOCO) vessels contract whereby a vendors would operate and maintain three to eight offshore
towing & salvage vessels in the NAVAJO Class (T-ATS) towing, salvage and rescue class. These vessels
are similar in design and operation to Anchor Handling Tug Supply (AHTS) vessel and will support
towing, salvage, and undersea rescue missions for the U.S. Navy.
1. SCOPE OF WORK: The contractor shall provide qualified vessel officers (including Dynamic
Positioning Officers and those having Towing Endorsements) and crew, operational and technical
support (ashore and afloat) to operate, maintain and repair the vessels. The Government will furnish
and/or reimburse the vender for equipment, tools, provisions, and supplies. The contractor shall
operate and maintain the T-ATSs and associated equipment to MSC standards of seamanship, material
readiness and appearance, and ensure the vessels are mission-ready at all times. The T-ATSs
operating tempo will likely be “Full Operating Status (FOS)” with the potential for up to three, 14 day
voyage repair availabilities and one (1), 60-75 day Midterm Availability/Regular Overhaul (MTA /
ROH) for maintenance each year. The contractor shall provide adequate shore side personnel to
oversee life cycle maintenance requirements and all long-lead repair projects.
2. CONTRACT STYLE: This Sources Sought Notice may result in a Firm-Fixed Price (FFP) contract
with pass-through elements. Pass-through elements include repair parts, port charges, industrial
assistance, travel and training, and costs associated with Vessel Repair Availabilities/Regular
Overhauls, supplies, and Government-directed alterations/work.
3. PERIOD: The period of performance (PoP) is anticipated to be one, 12-month base period, and four,
12-month option periods, followed by one, six-month option period (in accordance with FAR 52.217-
8, option to extend services). The PoP is anticipated to start with delivery of the first T-ATS vessel.
4. LOCATION: Worldwide. Note: The first year following delivery of each ship will be spent on U.S.
East Coast in vicinity of Joint Expeditionary Base Little Creek, / Ft Story, Norfolk, Virginia.

5. Interested parties shall furnish the following minimum information:
a. Name of company;
b. Vender representative telephone number, fax number, address, and e-mail address;
c. Contractor and Government Entity (CAGE) Code or System for Award Management (SAM)
Unique Entity Identifier (UEI);
d. Small business size status (i.e., Small Business Administration (SBA) designations like small or
large business; 8(a) status, etc.) ;
Note: The Government is still determining the acquisition strategy, and if this acquisition will be
a small business set-aside, then FAR clause 52.219-14, Limitations on Subcontracting, applies.
Note that if there is sufficient demonstrated interest and capability among small businesses, a key
factor in determining if an acquisition will be a small business set-aside is that two or more
potential small business prime contractors shall be capable of performing at least 50% of the
effort, as defined in FAR clause 52.219-14. If it is determined that a small business set-aside is
appropriate and your company anticipates submitting a proposal as the prime contractor for a
small business set-aside, please provide specific details and rationale as to how compliance with
FAR clause 52.219-14 would be achieved, including specific details regarding teaming
arrangements, and if subcontracts are to be used, provide the anticipated percentage of the effort
to be subcontracted and whether small or large business subcontractors will be used. Teaming
and/or subcontracting arrangements should be clearly delineated and, previous experience in
teaming shall be provided.
e. A capability statement demonstrating how it will meet the following minimum requirements:
i. Possess and maintain at least a SECRET-level facility clearance at the time of
solicitation offering and to process personnel performing under this requirement
for SECRET clearances;
ii. Have experience simultaneously operating and maintaining five or more DP-2
rated Offshore Supply (OSV) and/or Anchor Handling Towing & Supply
(AHTS) ships that are greater than 6,000 gross tons and a minimum of 10,000
horsepower / 150 MT of bollard pull for five or more years within the past ten
years prior to issuance of this sources sought notice; and
iii. Have experience managing at least two repair and maintenance availabilities for
ocean going ships that are a minimum of 6,000 gross tons and a minimum of
10,000 horsepower, and performed within ten years prior to issuance of this
sources sought notice. Additionally, the cost of each availability shall be greater
than $10,000,000 and lasting more than 45 days if performed in the U.S.
Offerors may use ongoing repair and maintenance availability work to meet this
repair and availability experience requirement. However, projected future costs
will not count toward availability cost thresholds. Only actual, incurred costs
will count towards availability cost thresholds.
