STATEMENT OF WORK FOR SPECIALIZED UBIQUITOUS TECHNICAL SURVEILLANCE (UTS) AND INTEGRATED TRADECRAFT TRAINING December 2023 -- 1 of 3 -- Statement of Work (SOW) For SPECIALIZED UBIQUITOUS TECHNICAL SURVEILLANCE (UTS) AND INTEGRATED TRADECRAFT TRAINING Fairchild AFB, WA 1. BACKGROUND: The Joint Personnel Recovery Agency (JPRA) requires specialized training services to expand its organizational understanding of Ubiquitous Technical Surveillance (UTS) and its implications for Personnel Recovery (PR), Survival, Evasion, Resistance, and Escape (SERE), and isolated personnel operations. The objective of this effort is to increase the Agency's understanding of the capabilities, limitations, and operational considerations associated with UTS in modern contested environments, incorporating those lessons into future training, education, and doctrine for personnel who may become isolated. 2. SCOPE OF WORK: The Contractor shall develop and deliver a highly customized, mission- specific UTS and integrated tradecraft training curriculum tailored to JPRA's mission, personnel, and learning outcomes. The Contractor shall provide all instructional design, course materials, and training delivery necessary to translate complex technical surveillance concepts into practical operational considerations for PR and SERE operations. 3. OBJECTIVES: • Enhance student understanding of the capabilities, limitations, and operational impacts associated with Ubiquitous Technical Surveillance. • Equip PR and SERE personnel with practical tradecraft to navigate environments where UTS is prevalent, particularly under compressed planning timelines and limited support. • Generate actionable insights and curriculum frameworks that JPRA can directly integrate into future doctrine, education, and instruction for forces at risk of isolation. 4. REQUIREMENTS: • Integrated Tradecraft Curriculum Customization: The Contractor shall design, develop, and deliver a fully customized training curriculum tailored to JPRA's UTS initiative. The course content must be built to address specific JPRA mission sets, omitting generic commercial programs of instruction in favor of specialized, mission-focused modules. • UTS and Personnel Recovery Integration: The Contractor shall integrate advanced UTS considerations with foundational PR planning, SERE principles, and isolated personnel operations. The curriculum must train personnel on operational decision-making under modern technical surveillance constraints and politically sensitive conditions. • Operational Tradecraft Framework: The Contractor shall deliver instruction that bridges tactical, operational, and strategic echelons. The course design must leverage corporate experience across the full spectrum of joint and sensitive operations, specifically addressing the distinct realities of: o Tactical environments (e.g., Joint and Special Operations Task Forces). o Operational and strategic command structures (e.g., Country Teams, Theater Special Operations Commands, and Combatant Commands). • Live-Environment Training Expertise: The Contractor shall leverage corporate expertise in planning and executing live-environment PR training to ensure classroom concepts translate directly to realistic, field-deployable tradecraft. The curriculum must incorporate operational lessons learned relevant to aviation, SERE, and Special Operations forces. • Content Optimization: The Contractor shall ensure all instructional material focuses exclusively on operationally relevant tradecraft in denied or semi-permissive environments, eliminating generic surveillance or commercial security industry content that does not directly support JPRA’s targeted training objectives. -- 2 of 3 -- 5. GOVERNMENT FURNISHED EQUIPMENT AND SERVICES: The Government shall provide the necessary classroom facilities, standard audio/visual equipment (projector/screen) to support presentation delivery, and access to relevant unclassified JPRA doctrinal publications required to align the training context. 6. SECURITY REQUIREMENTS: All personnel employed by the Contractor in the performance of this contract, or any representative of the Contractor entering the government installation, shall abide by all Fairchild Air Force Base security regulations. Personnel performing the work requested will be escorted for the duration on the installation. Individuals must be able to pass a background check that will be conducted prior to entry of the installation. Individuals performing the work will be required to provide their full name, DOB, SSN, driver’s license issuing state and license number to gain access to the installation. 7. PLACE OF PERFORMANCE: 11604 W. Newkirk Rd Spokane, WA 99224 8. PERIOD OF PERFORMANCE: 31 August –4 September 2026 9. GENERAL INFORMATION: 9.1. HOURS OF OPERATION: Hours of operation are 0700-1630 Monday through Friday, excluding Federal Holidays and any other designated down day. Work can be done at other than the normal hours of operation with the approval of the Contracting Officer. The contractor shall coordinate in advance all hours of work and any service interruptions with JPRA points of contact.
