PERFORMANCE WORK STATEMENT (PWS) Rev 1 08 June 2026 Paramedic Education and Training Program Joint Region Marianas Fire & Emergency Services (JRM F&ES) PART 1 GENERAL INFORMATION 1.0 Scope: This is a non-personal services contract to provide an accredited Paramedic Education and Training Program for Joint Region Marianas (JRM) Fire & Emergency Services (F&ES) in Guam. The Contractor shall provide all personnel, supervision, curriculum, equipment, materials, facilities, management and other resources necessary to deliver the required training. 1.1 Background: JRM F&ES requires an accelerated hybrid paramedic education program to enhance emergency medical response capabilities. Personnel must be trained to meet the latest version of the National EMS Education Standards and obtain National Registry of EMTs certification to perform pre- hospital advanced life support care and services. Nationally Registered Paramedics are critical to mission readiness and lifesaving operations across installations. 1.2 Objectives: There are two (2) primary objectives for this requirement. They are as follows: Objective #1: Provide training for twenty (20) firefighters to complete an accredited paramedic education program that meets or exceeds the National EMS Education Standards, and results in eligibility for and completion of the National Registry of Emergency Medical Technicians Paramedic certification. NREMT certification shall serve as the primary validation that the contractor’s training program meets nationally recognized paramedic competency requirements. Objective #2: Provide training for four (4) certified JRM F&ES paramedics to become trained and certified in the National Association of EMS Educators (NAEMSE) Level 1, Level 2, and Skills Instructor Course. Upon completion, these individuals shall be able to perform as practical skills instructors and ambulance field preceptors. This requires hands-on training at the Contractor or its affiliates US locations to become authorized Paramedic practical skills instructors and ambulance field preceptors. Period of Performance: The anticipated period of performance is twelve (12) months to begin no more than two weeks from the date of award. 1.3.1 Federal Holidays: The contractor shall be required to provide services on federal holidays. When a federal holiday falls on a Saturday, the preceding Friday will be observed as a holiday. In addition to these federal holidays, if the President of the United States issues an executive order closing the federal government, that date shall also be considered a recognized federal holiday (Reference Executive Order 11582 of February 11, 1971, and 5 U.S.C. 5546 and 6103(b) and other similar statues insofar as they relate to the pay and leave of employees of the United States). 1.3.2. Typhoon Conditions: Guam-based military installations close when Tropical Cyclone Condition of Readiness 1C (TCCOR 1C or TC-1C) is declared by Military Weather Station authorities. The contractor will be required to depart military bases, remain indoors, and monitor radio/television to determine when the TCCOR changes to TCCOR SW (Storm Watch) or TCCOR 4 AC (All Clear). When TCOR SW/ TCCOR 4 is declared by Military Weather Station authorities, the contractor shall restart the service within 2 hours. If that occurs after normal business hours, services shall begin the next normal workday at 7:30am. 1.4 Place of Performance: The primary place of performance for this requirement is Guam to include:  Naval Base Guam  Marine Corps Base Camp Blaz  US Naval Hospital Guam Also included in place of performance are approved CONUS training locations. -- 2 of 11 -- PART 2 APPLICABLE STANDARDS The Contractor shall comply with the most current versions of:  National Emergency Medical Services (EMS) Education Standards  Commission on Accreditation of Allied Health Education Programs (CAAHEP) Standards  Committee on Accreditation of Education Programs for the EMS Professions (CoAEMSP) requirements National Registry of Emergency Medical Technicians (NREMT) certification requirements. -- 3 of 11 -- PART 3 – REQUIREMENTS 3.0 General Performance Requirements: The contractor shall perform all requirements in a manner that ensures the delivery of a comprehensive, accredited and outcomes-based Paramedic Education and Training Program that fully supports the operational mission of JRM F&ES. Performance shall be results-oriented and shall ensure that all training, instruction and evaluation activities:  Align with the latest version of the National EMS Education Standards and all applicable accreditation requirements for students who are fully prepared and eligible to obtain NREMT Paramedic certification  Emphasize competency-based training, ensuring students demonstrate required knowledge, skills and abilities in both simulated and real-world environments  Integrate didactic clinical and field training components into a cohesive program that meets or exceeds minimum national standards  Support the Government’s objective of developing both operational paramedics and sustainable internal instructor/preceptor capability The contractor shall ensure that all instruction, clinical rotations, and field internships are:  Properly supervised by qualified and credentialed personnel  Documented and tracked to validate completion of all required competencies and hours  Conducted in accordance with patient and student safety, medical
