Performance Work Statement (PWS)Training Center for PoliceEastern Colorado Health Care SystemAurora, CO
1. PurposeThe purpose of this PWS is to define the requirements for the provision of training facility services for the VA Eastern Colorado Health Care System Police Service, located at 1700 N. Wheeling Street, Aurora, CO 80045.
2. BackgroundThe VA Police Service is required by VA Handbook 0730 to provide quarterly training for officers in pistol and rifle marksmanship, Active Threat Response (ATR), non-lethal devices, arrest control, Ground Defense Recovery (GDR), and classroom-based academic instruction. These requirements support the operational readiness of approximately 50 officers per cycle.
3. Performance Requirements
The contractor shall provide the following outcomes:
Training Facility LocationThe training facility shall be located within 50 miles of 1700 N. Wheeling Street, Aurora, CO 80045.
Facility Access and SchedulingThe facility shall provide 24/7 access to VA Police personnel with prior reservation, to support a base year plus four option years (Base +4).
Classroom InstructionThe facility shall provide one or more classrooms to accommodate up to 50 students for at least 8 hours per training session.
Defensive Tactics/Mat RoomThe facility shall provide a mat room area sufficient for up to 10 students to perform arrest control and Ground Defense Recovery (GDR) training per session.
Restrooms and SanitationThe facility shall provide clean restroom facilities and easily accessible trash receptacles for proper disposal of waste materials.
Range Specifications
The training center shall provide pistol and/or rifle ranges with distances from 0 to 50 yards.
The range shall accommodate at least 10 firing lanes simultaneously.
Active Threat and Transition TrainingThe facility shall provide an open area or designated range to support Active Threat Response training and transition exercises.
Specialized Training SpacesThe facility shall provide access to a Shoot House and a Sims House to support qualification and scenario-based training.
Support for VA StorageThe facility shall permit the storage of a VA-provided “Conex” box onsite for the contract period, as required. If a “conex” box is cannot be sourced by VA, a fully enclosed trailer may be substituted.
4. Government Furnished Property/EquipmentAll equipment and supplies necessary for training (including targets, ammunition, and training materials) will be provided by the VA.
5. Performance Standards and Metrics
Facility access shall be available as scheduled 99% of the time.
Classrooms, mat rooms, and ranges shall meet the stated capacity and cleanliness standards.
Contractor shall ensure all required training spaces and amenities are available and functional during scheduled training sessions.
Contractor shall promptly address any issues with facility access, safety, or sanitation within 24 hours of notification by the VA
