General Information This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued. Solicitation number FA890326Q0006 is issued as a Request for Quotation (RFQ), for LEOSA Credentialing Program Support Services. This acquisition is a 100% Small Business Set-Aside. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. This solicitation will result in the award of one or multiple Blanket Purchase Agreements (BPAs) in accordance with competition requirements in RFO Part 12 and 6. If multiple BPAs are awarded, call orders issued under these BPAs will be competed among the awardees to ensure fair opportunity and best value. Offerors must propose a single Firm-Fixed-Price (FFP) for each item listed in Attachment 2. The proposed prices will form a catalog for future FFP Call Orders. The period of performance for this requirement is as follows: 5 Year Ordering Period 03 Aug 2026 – 02 Aug 2031 -- 1 of 8 -- CUI CUI B. Requirement Information Description The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items (except as specified elsewhere) necessary to perform verification and issuance of Law Enforcement Officers Safety Act credentials to qualified active, retired, and separated United States Air Force (USAF) personnel as defined in this Performance Work Statement (PWS). BPA Value and Ordering Period Total BPA Value: The total aggregate value of all call orders placed against all BPAs awarded from this solicitation must not exceed $1,000,000.00. This is the maximum cumulative value for the life of the BPA. The Government is not obligated to order the full amount. Ordering Period: The ordering period for this BPA is (5) years, from 03 August 2026 through 02 August 2031. Call Order Limitations Maximum Call Order Limitation: No single call order placed against this BPA must exceed $25,000. Any requirement anticipated to exceed this amount must be procured via a separate contracting action. Authorized Ordering Activities and Personnel Centralized Authority for Routine Orders The only Government officials authorized to issue, modify, or sign routine Call Orders against this BPA is a warranted Contracting Officer (CO) from the 772/773 Enterprise Sourcing Squadron and 772/773 ESS Authorized Callers. Unauthorized Commitments Contractors are advised that only a warranted Contracting Officer can obligate Government funds for routine requirements, and only a designated Authorized Caller can obligate funds for emergency services within their specified limits. Any direction received from any other Government personnel is not authorized. Work performed as a result of such unauthorized direction may be considered a voluntary effort for which the contractor may not be reimbursed. -- 2 of 8 -- CUI CUI Call Order Competition If multiple BPAs are established, the Government will provide all BPA holders an opportunity to be considered for each call order. The pricing established in the BPA Pricing Schedule (Attachment 2) represents the maximum price the Government will pay per line item. Placement of Orders After receiving quotes, the call order will be placed with the BPA holder who provides the lowest total price for that specific requirement, thereby representing the most advantageous value to the Government. No Guarantee of Work The award of a BPA does not obligate the Government to place any orders or guarantee any minimum revenue. All orders are subject to the competitive process described herein. Place of Performance/Acceptance Place of Performance The places of performance will be specified in each individual Call Order. Acceptance Acceptance will be performed at Place of Performance. Final acceptance of each Call Order will be performed by the designated Government Requiring Activity (Requirement Owner). Acceptance must be documented in writing to the Contracting Officer after the Requirement Owner has verified that all work is complete and compliant with the PWS and that all deliverables match the items specified in the awarded Call Order.
