Procurement Contracting Office Support Service
Marine Forces Reserve
Part 1
General Information
1. GENERAL: The Contract Specialist, Procurement Analyst, and e-Business Specialist will
support the Marine Forces Reserve (MARFORRES) Regional Contracting Office (RCO). The
MARFORRES RCO is responsible for providing contract policy support. The contractor shall
provide experienced personnel who have extensive knowledge in acquisition and related
acquisition systems.
1.1 Description of Service/Introduction: Contractor shall provide contract policy support as
follows, but not limited to:
Contract Specialist:
• A Bachelor's Degree with a major in any of the following fields is required: Accounting,
Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management,
Marketing, Quantitative Methods, or Organization.
• Requires a minimum 5 years experience - Extensive knowledge or understanding of
direct Federal procurement experience in a GS-1102 series (or equivalent) capacity with
knowledge or understanding of direct Department of Defense (DoD) procurement policy
and acquisition management to include regulations, laws, policies and directives.
• Minimum 1 year of experience - Knowledge or understanding of the methods of fact-
finding, analysis, and resolution of complex problems, and the ability
to assist in the develop of concrete action plans to solve problems.
• Demonstrated ability to provide expert technical advice, staff coordination and
consultation to foster formulating guidelines, implementing new developments, and
providing expert interpretation.
• Demonstrated excellent oral and written communication skills to clearly and
concisely compose and deliver responses to customers’ complex questions in clearly and
concisely.
• Ability to communicate procedures and processes to management, co-workers,
customers, and stakeholders and provide guidance on pertinent changes to business
functions and operations.
• Ability to plan and organize to systematically coordinate, track, and complete
workflow in accordance with the unique procedures and guidelines of the Procurement
Management Program.
• Ability to prepare, track, monitor and analyze contract data and provide information in a
clear, concise report.
• Ability to run reports, analyze, and collect data for quarterly, monthly, and annual
reviews.

• Must be able to effectively communicate with others verbally and in writing.
Procurement Analyst:
• A Bachelor's Degree with a major in any of the following fields is required: Accounting,

e-Business Specialist:
• Bachelor's Degree in Business, Information Technology, Computer Science, or a related
field.
• Four (4) years of direct experience in Federal procurement systems support may be
substituted for a degree.
• Minimum of three (3) years of experience supporting DoD e-Business or acquisition
systems.

• Demonstrated expertise in navigating and troubleshooting core DoD systems: System for
Award Management (SAM), Procurement Integrated Enterprise Environment (PIEE),
Wide Area Workflow (WAWF), Electronic Data Access (EDA), Electronic Procurement
System (ePS).
• Proven ability to diagnose software/system issues, coordinate with Tier 2/3 technical
helpdesks, and communicate solutions clearly to non-technical contracting staff.
• Excellent oral and written communication skills; experience developing training
materials or conducting desk-side training for software applications.
1.1.1 Computer Skills:
Skill in operating a personal computer and standard office equipment. Proficient, in MS Office
Products, MS TEAMS, and Adobe Acrobat.
1.1.2 Certificates, Licenses, Registration, Clearance:
Must be eligible to obtain and maintain a DoD Secret security clearance.
1.2 Background: The Marine Forces Reserve Regional Contracting Office (MARFORRES
RCO) provides contracting support to two different 3-star commands, Marine Forces Reserve
(MARFORRES) and Marine Forces South (MARFORSOUTH), located in New Orleans,
