PERFORMANCE WORK STATEMENT (PWS)
Part 1: General Information
1.1 Overview & Background
The U.S. Army Corps of Engineers (USACE) Learning Center requires an enterprise-wide,
modernized, and secure cloud-based Learning Management System (LMS) to deliver, track,
manage, and report on training. The USACE Learning Center currently utilizes Microsoft Teams
(MS Teams) for course collaboration and an antiquated, internally developed database known
as the Training Management Information System (TMIS) to track registrations and completions.
This fragmented environment is obsolete and requires severe manual administrative
workarounds.
This Performance Work Statement (PWS) outlines the requirements for deploying, configuring,
and supporting a commercially available, cloud-based Cornerstone Learning Management
Software-as-a-Service (SaaS) subscription (specifically utilizing the Cornerstone Learn
application module). This modernization effort will consolidate USACE’s training tracking and
records into a single, integrated, and secure FedRAMP Moderate Authorized cloud environment
for approximately 36,000 active military and civilian users worldwide.
1.2 Scope of Work
The Contractor shall provide all commercial software licensing, cloud hosting, data migration
from TMIS, implementation, system configuration, functional training, and helpdesk support
services necessary to deliver a turnkey, fully operational FedRAMP Moderate LMS SaaS
solution.
1.3 Period of Performance (PoP)
The Period of Performance shall consist of a twelve (12) month Base Period and four (4)
consecutive twelve (12) month Option Periods:

1.4 Place of Performance & Hours of Operation
The primary place of performance shall be at the Contractor’s facility (remote support). Any
required coordination meetings or administrative enablement sessions will be conducted
virtually. Operational support hours shall be 0800 to 1700 EST, Monday through Friday,
excluding federal holidays.

In accordance with standard federal commercial acquisition guidelines, the level of effort is
considered inherent to the Firm-Fixed-Price (FFP) of the COTS SaaS subscriptions and
associated services required to meet the performance standards outlined in this PWS. No
specific labor hours are mandated to complete the core configurations.
1.6 Quality Control & Quality Assurance
1.6.1 Quality Control Plan (QCP): The Contractor shall develop, implement, and maintain a
comprehensive Quality Control Plan (QCP) to ensure all services, software provisioning, and
database migrations conform to the requirements of this contract. The QCP shall be submitted
to the COR for review within thirty (30) days of contract award. The plan shall detail the
Contractor's internal self-inspection procedures, database verification tools for the TMIS
migration, and reporting methods for system uptime.
1.6.2 Government Quality Assurance: The Government will monitor the Contractor’s
performance under this contract utilizing a Quality Assurance Surveillance Plan (QASP). The
COR will perform random inspections of helpdesk ticket logs, review monthly hosting uptime
reports, and verify migrated TMIS records to ensure the Contractor is maintaining the
Acceptable Quality Levels (AQLs) defined in the Performance Requirements Summary (PRS).

Part 4: Contractor Furnished Items and Services
