Statement of Work - -AF Lenel Access Control System Installation for SCIF Environment Date: April 16, 2026 Location: located next to Ramstein 1.0 Background This Statement of Work outlines the requirements for the installation, configuration, and commissioning of a stand-alone Lenel Access Control System (ACS) at Ramstein ISRG. The system is intended to secure a Sensitive Compartmented Information Facility (SCIF) entrance, meeting all relevant security protocols. 2.0 Scope of Work The contractor shall provide all necessary hardware, software, materials, and labor to complete the tasks outlined below. 2.1 Door Hardware Installation The contractor shall perform the following hardware installations on one outswing door: • Install one (1) Lockmasters LKM10K lock, ensuring it meets Federal Specification FF-L-2890C for SCIF locks. • Install one (1) HID exterior Common Access Card (CAC) insert card reader with an integrated PIN pad adjacent to the door. No specific specs needed. • Ensure the existing X-09/X-10 lock remains in place and is reused as part of the final configuration. • Configure the door for entry via a valid card read and free egress via a mechanical push bar. No specific specs needed (comes with bullet #2) 2.2 Lenel Access Control System (ACS) Provisioning The contractor shall provide one complete, stand-alone Lenel Access Control System, consisting of: • One (1) desktop computer pre-loaded with Lenel OnGuard software. MUST BE MADE/MANUFACTURED IN UNITED STATES OF AMERICA • One (1) desktop monitor. Minimum 35” with stand. -- 1 of 3 -- • One (1) CAC card enrollment reader. • One (1) small Uninterruptible Power Supply (UPS) for voltage conditioning and graceful system shutdown. No specific wattage/voltage specifications. MUST OPERATE WITH EU POWER (220). • One (1) wall-mounted enclosure containing: No specs needed. Just need the most current model of kit. o Lenel control panel o Lenel power supply o Associated backup batteries 2.3 Cabling Infrastructure The contractor shall install all cabling required for the ACS. • All ACS cabling shall be installed within Electrical Metallic Tubing (EMT) conduit. • The installation shall include all necessary conductors, fittings, connectors, supports, pull strings, and legible labeling for all cable runs. 2.4 System Programming and Configuration The contractor shall perform the initial setup and programming of the Lenel ACS. • Install and configure the Lenel OnGuard software on the provided workstation. • Configure the Lenel control panel and associated HID card reader. • Create one (1) initial administrator-level system user account. • Create one (1) initial access level for facility personnel. • Configure the correct time zone and all relevant door operating parameters. • Conduct full system testing to verify proper card enrollment and access/egress functionality. 2.5 Training The contractor shall provide one administrator-level training session for government personnel. The training curriculum must cover: • Adding and deleting system users. • Enrolling new CAC cards. • Assigning and modifying user access rights. -- 2 of 3 -- • Basic system troubleshooting procedures. 3.0 Responsibilities The customer shall provide the following in support of the contractor's work. 3.1 Site Access • Access to the installation site during normal working hours (mutually agreed upon). • Escort support for all contractor personnel within the SCIF environment, if required. • Coordination with the site Security Manager to facilitate SCIF compliance validation. 3.2 Electrical Support • One (1) dedicated 230VAC, 15-20A breaker for the Lenel ACS power supply. • One (1) dedicated 230VAC, 15-20A outlet at the ACS workstation location. 3.3 Workspace Requirements • Dedicated desk space to accommodate the Lenel workstation, monitor, and CAC enrollment reader. • A secure and suitable mounting location for the wall-mounted control panel enclosure. 4.0 Period of Performance The work shall be performed during normal business hours, to be scheduled between the contractor and the customer. 5.0 Place of Performance All work described in this SOW shall be performed at the located next to Ramstein -- 3 of 3 --
