Lodging For U.S. Department of Transportation – Volpe Center Cambridge, MA 02142 July 09, 2026, through August 16, 2026 Statement of Work 1.0 Background: The Volpe Center operates within the Office of the Secretary of Transportation Office of the Assistant Secretary for Research and Technology. The Volpe Center provides research, analysis and systems capability to DOT and other agencies requiring expertise in national transportation and logistics programs. The Volpe Center, on behalf of the United States Department of Defense will be conducting a workshop to support the sustainability of partner-nation sponsored maritime surveillance systems. 2.0 Requirements: a. The requirement is for up to three room blocks, with two separate time frames. b. The first room block is for up to (12) rooms from July 09, 2026 (Check In) through August 16, 2026 (Check Out). The second room block is for up to (5) rooms from July 09, 2026 (Check In) through August 16, 2026 (Check Out). The third room block is for up to (1) room July 18, 2026 (Check In) through July 25, 2026 (Check Out). The Contractor shall make these rooms available at a rate not greater than the Federal Fiscal Year 2026 per diem rate of $291.00 per night, billed to the Volpe Center. c. All rooms shall be at the same premises and shall be no more than .75 miles from 220 Binney Street, Cambridge, MA. d. The hotel rooms shall be furnished with kitchen amenities at a minimum that include: a refrigerator, microwave oven, cook top stove /conventional oven, dishwasher, microwave oven, pots & pans, utensils, serving dishes, and silverware. Internet services should be included as part of the room rate. e. Each occupant will be responsible for his/her own incidental charges secured by either a credit card or a refundable cash deposit of no more than $100.00. All incidental charges incurred are to be paid upon checkout by the attendees. f. The Government will not be liable for any local or long-distance telephone calls made by the occupants. The Contractor shall be responsible for the collection of telephone bills for calls made by the occupants. g. The Government assumes no liability for any damage caused by the occupants. The Contractor shall be responsible for resolving any damage claims caused by an occupant; and the Contractor shall be responsible for notifying the Volpe Center Technical Point of Contact of any claims against an occupant and the nature of the incident no later than 24 hours after the incident. h. At least 7 days prior to attendee arrival for each room block, the Volpe Center will provide a tentative occupant rooming list to the Contractor; however, due to circumstances beyond the control of the Volpe Center (visa and US entry arrival issues) we will be unable to confirm the final number of rooms until 7 days prior to arrival. Cancellation of rooms up to 7 days prior to arrival shall not result in any cancellation costs. -- 1 of 2 -- i. To be awarded a government contract, the successful Contractor must be registered in The System for Award Management (SAM) an official website of the U.S. government. https://www.sam.gov. There is no cost to use SAM. Registration is free. 3.0 CLINS: a. CLIN 00100: The Contractor shall provide up to twelve (12) rooms from July 09, 2026 (Check In) through August 16, 2026 (Check Out). b. OPTIONAL CLIN 00200: If exercised, the Contractor shall provide up to five (5) rooms total from July 09, 2026 (Check In) through August 16, 2026 (Check Out). c. OPTIONAL CLIN 00300: If exercised, the Contractor shall provide one (1) room total from July 18, 2026 (Check In) through July 25, 2026 (Check Out). 4.0 Summary of Instructions The Contractor’s proposal should include: a. Detailed room description and hotel amenities. This can be either written or in the form of a hotel brochure/pamphlet. Electronic format (PDF) is acceptable. b. Completed Lodging Requirements Checklist. c. Distance from Volpe (220 Binney Street, Cambridge MA 02142). d.
