Work performed and accomplished shall be in accordance with the highest quality workmanship standards and practices commonly accepted in the commercial marine industry and the technical references listed herein. The Contractor is responsible for understanding and complying with all requirements specified herein. The requirements listed herein work in conjunction with the technical drawings and other references to describe the essential features, functions, and requirements of the work performed. 1.1 Vessel Characteristics: YRBM-50 Built by: Naval Shipyard Mare Island Length: 153 FT Draft: 6 FT Width: 43FT – IN Full Displacement: 900 L Tons Age: 82 YRS Light Load 427 L Tons Hull Type: Steel 1.2 Scope Overview: Coordinate with the Contracting Officer, via the SUPERVISOR to deliver the vessel to the Contractor’s facility. Upon docking vessel, wash, and clean vessel. Accomplish required inspections and fender repairs. Remove existing and install new zinc anodes. Hull, freeboard and exterior decks require ultrasonic measurement of plating thickness and repair of areas below minimum thickness as needed. Accomplish blast and paint preservation of hull, freeboard, exterior decks and superstructure. Vessel requires inspection for damage and deterioration (hull, exterior decks, and tanks/voids– plating and framing). Apply new non-skid system to exterior decks. Open, clean, ventilate, inspect, test, and maintain dry each tank/void. Accomplish partial preservation of QTY (24 EA) ballast tanks/voids. Accomplish access cover and watertight hatch and door repairs. Disinfect and certify potable water system. Pump and clean the interior surfaces of the CHT tank. Accomplish main deck repairs, hawse hole bull’s eye and bolster repairs, and hull fendering system modifications. Accomplish the following modifications: hot water heater installation, awning replacement, A/C plant replacement and backup systems, switchboard upgrades, 1MC replacement and phone system upgrades, and CCTV upgrades. Undock the vessel. Verify vessel drawings and provide redline drawings to reflect actual conditions of the vessel. Conduct dock trials. Coordinate with the SUPERVISOR to support and accomplish all contract DRAFT -- 4 of 80 -- 5 requirements prior to the availability end date. Arrange and coordinate the delivery of the vessel back to the Government with the Contracting Officer via the SUPERVISOR. Specific details of all work items and tasks required by this Statement of Work described in this Scope Overview are included in Section 3.0 of this Statement of Work. 1.3 Definitions: As used throughout this Specification, the following definitions and terms have meanings as indicated: 1.3.1 Unless otherwise stated, “as shown”, “as indicated”, “as detailed”, or other words of similar import refer to the contractual documents including reference documents and publications. 1.3.2 The words “as directed”, “as approved”, “when authorized” or words of similar import refer to the direction, requirements, permission, approval, or acceptance by the Contracting Officer. 1.3.3 The term “Objective Quality Evidence” (OQE) shall mean current, accurate, and complete objective documentation and information submitted together as a complete data package sufficient that a qualified and disinterested third party could analyze and evaluate whether technical requirements were achieved. 1.3.4 Where “in accordance with regulatory body requirements” is stated, the industrial efforts shall be in accordance with the appropriat…
