STATEMENT OF WORK Title: MarEcon Controller Upgrade for 828CiM PPC Machines (inclusive of peripherals) Requesting Lab: National Institute of Standards & Technology (NIST) Physical Measurements Laboratory Sensor Science Division Dimensional Metrology Group (DMG) BACKGROUND The Dimensional Metrology Group (DMG) provides unique high-accuracy length-based (dimensional) measurement services and leads documentary standards efforts that allow advancements in scientific research and enable the next-generation of industrial manufacturing. The Dimensional Metrology Group owns a Mahr 828 CiM universal length measuring machine (ULM) which is used to calibrate spheres by mechanical comparison for internal and external customers (SKU 11031C on the NIST storefront). The system is no longer functional because computer that is integral to the controller died, and due to its age, is not replaceable. The Dimensional Metrology Group does not have a suitable alternative measurement system for calibration of spheres by mechanical comparison. SCOPE The contractor shall deliver a quantity of one (1) MarEcon controller upgrade for 828CiM PPC machines inclusive of machine controller, cables, adapters, computer system (running Windows 11 and including keyboard and mouse), 24” monitor, 828 WIN software upgrade (compatible with Windows 11), installation, 1-year warranty, and FOB Destination Delivery term (or equivalent INCOTERMS). BRAND NAME ONLY JUSTIFICATION Along with the existing Mahr 828CiM ULM (SN 1191/08) hardware and peripherals, must provide the ability for a user to make an external diameter/length measurement using the Mahr 828CiM ULM, including selecting/adjusting the measurement force (1N, 2N, and 3N at a minimum) so that the system can be used for sphere sizes and materials that require different measurement forces, closing the contacts to the selected measurement force so that the applied force is known and appropriate corrections can be made, zeroing and adjusting the table height to accommodate the different sphere sizes used during a measurement scheme, and setting the measurement scale to provide a reference along the measurement axis. This is the minimum set of functions required to enable DMG staff to perform a sphere calibration. Must provide new hardware including machine controller, computer (Windows 11) and any necessary cables, adapters, etc to interface the new controller to the existing Mahr 828 CiM ULM. Must have 828WIN software upgrade that is compatible with the existing Mahr 828 CiM ULM hardware, new controller, and Windows 11, including software installation disks/media. Must include installation/integration of controller with existing Mahr 828 CiM ULM. Minimum Requirements The Contractor must submit a firm fixed price quotation for each line item for a supply that meets or exceeds the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
