14-Jul-26 Statement of Work Portable Latrine Rental and Servicing McConnell Air Force Base, KS 2026 Airshow October 23, 2026 1.0. Overview McConnell Air Force Base, Kansas, will host the 2026 Open House Air Show from Friday, 23 October, through Sunday, 25 October 2026, which features a small-scale function on opening day and expects an anticipated daily attendance of approximately 30,000 personnel over the weekend. To support this event, the contractor shall provide all personnel, equipment, materials, supervision, and transportation necessary to deliver, service, and remove portable restrooms and handwashing stations in the quantities specified herein. 2.0. Specific Requirements The contractor shall deliver, set up, service, and remove the equipment detailed below. 2.1. Equipment Specifications To ensure fair and open competition, all units shall meet the industry standard Equipment Type Required Quantity Standard Commercial Specifications Portable Single Restroom Units 159 Units Standard commercial size (approx. 90-92" H x 43-47" W x 43-47" D). Must include standard integrated ventilation and holding tank. ADA-Compliant Restroom Units 21 Units Wheelchair/ADA-accessible (approx. 90-91" H x 60-67" W x 60-87" D). Must include roll-in ground level access, interior grab bars, and magnetic/self-closing door. -- 1 of 5 -- 14-Jul-26 Portable Hand Wash Stations 18 Units Dual-basin or multi-basin design with hands-free foot pump operation, freshwater tank, and gray water holding tank. Optional Restroom Units (Option 1) Up to 20 Units Standard commercial size units (same specifications as the base requirement), to be exercised at the Government’s discretion. 2.2. Equipment Condition All items are subject to Government inspection and function testing upon delivery. Units with structural damage, pest entry points, improper ventilation, malfunctioning doors, or other damages inhibiting standard sanitary functionality shall be rejected and replaced by the contractor within four (4) hours of notification at no additional cost to the Government. 3.0. Performance and Servicing Requirements 3.1. Delivery, Setup, and Removal Schedule The contractor shall adhere strictly to the timeline below. Milestone Target Date / Time Operational Requirement Delivery & Setup NLT 4:00 PM, 22 October 2026 Placed and stabilized at designated map locations. Fully operational. Minimal Support Servicing Friday Evening, 23 October 2026 Post-Friday function pump and clean-up. Full Support Servicing Saturday, 24 Oct & Sunday, 25 Oct 2026 (0800 - 1800) Continuous service and on-site emergency response. Equipment Removal NLT 4:30 PM, 26 October 2026 All units removed. On-Site Servicing Standards The contractor shall monitor and service all units to maintain sanitary conditions. • Restroom Servicing Standards: At a minimum, each unit shall be pumped out, scrubbed (interior, seat, urinal), washed (interior of the door), towel-dried, washed and squeegee-dried (floor), restocked with tissue paper, and recharged with a safe, non-toxic deodorant solution. • Hand Washing Station Servicing Standards: At a minimum, each station shall be cleaned, wastewater removed, restocked with soap and paper towels, recharged with clean potable water, and verified fully operational. • Emergency Response: The contractor shall maintain an on-site technician team during event operational hours (0730 to 1630 on Saturday and Sunday) to address immediate issues such as tip-overs, blockages, or rapid replenishment of consumables. 3.3. Site Clean-Up and Foreign Object Debris (FOD) The contractor shall remove all debris and waste from each service location at the end of each workday and dispose of it off base in accordance with all local, State of Kansas, and federal laws. Because work is performed near active airfield taxiways/aprons, the serviced areas must be left strictly free of all Foreign Object Debris (FOD). 4.0. Government Property and Services The U.S. Government will not provide any equipment, fuel, personnel, utilities, or facilities to the contractor for the execution of this contract, aside from basic emergency lifesaving medical support. The contractor shall be held liable for any damage to Government property caused by its employees, vehicles, or equipment. 5.0. Base Access and Security Requirements • Access Protocols: The contractor shall comply with all McConnell AFB installation security requirements. All personnel must be vetted and receive base access passes via the Pass and Registration/Visitor Control Center (VCC) or utilize the Defense Biometric Identification System (DBIDS). -- 3 of 5 -- 14-Jul-26 • Identification: Contractor employees must always carry valid state-issued photo identification (such as a REAL ID-compliant driver’s license) while on the installation. • Vehicle Access: All contractor vehicles are subject to search when entering or working on the installation. Vehicles must be properly registered, insured, and operated by a licensed driver. 6.0. Environmental and HAZMAT Compliance • Chemical Disposals: The contractor must manage and dispose of all wastewater, sewage, and cleaning chemicals off base in compliance with Federal, State of Kansas, and local environmental protection regulations. No waste shall be discharged into base storm drains or sanitary sewers. • Safety Data Sheets (SDS): The contractor shall submit Safety Data Sheets (SDS) to the Contracting Officer (CO) or designated Government Point of Contact (POC) for all deodorizing, sanitizing, and cleaning chemicals to be used on the installation prior to start of performance. • Contractors shall not: 1.
