GENERAL INFORMATION 1.1 Scope Summary The Contractor shall furnish all labor, equipment, supplies, transportation, supervision, and permits necessary to perform vault toilet pumping, septic pumping, debris removal, cleaning, sanitizing, waste hauling, and disposal at the recreation sites identified in this Task Order (TO). Project locations may include campgrounds, trailheads, day‑use areas, administrative sites, dispersed sites, OHV sites, and remote locations accessed via paved, gravel, or dirt roads. All work shall be performed in accordance with the IDIQ Performance Work Statement (PWS), this TOPR, and all applicable Federal, State, Tribal, and local regulations. All pumping, cleaning, debris removal, sanitizing, and recharge procedures must comply with IDIQ Attachment J2 (PWS). Deliverables shall be provided as required under IDIQ Section H.1.13. 1.2 Applicable Contract This TOPR is issued under the USFS California Regional Vault and Septic Pumping Services IDIQ. All parent-contract terms and conditions remain in effect unless expressly modified herein. 2. RESPONSE REQUIREMENTS 3.1 Scheduling The Contractor shall provide a scheduled service date within 5 business days of COR request. 3.2 Performance • Routine pumping requests: Begin service within 72 hours of COR/CO/GTM request. • Emergency requests: Begin service within 48 hours, consistent with the IDIQ PWS. These requirements supplement, but do not replace, PWS Section C.2.3. 4. LOCATIONS OF WORK All sites and estimated quantities for this Task Order are identified in Attachment A — SOI (Excel). 4.1 Location Identification Work under this Task Order includes vault/septic pumping and associated services across the following: • Place of Performance Counties: Douglas, Placer, Washoe, El Dorado • Forest: Lake Tahoe Basin Management Unit • Ranger District(s): Lake Tahoe Basin Management Unit • Site Types: Campgrounds/Trailheads/Day Use sites 4.2 Vault Coordinates Coordinates for each site shall be included in: • Attachment B — Maps • Attachment C — Coordinates Table The SOI will identify: • Unit quantities • Estimated vault volumes • Any unique access or equipment conditions 5. Travel tier selection and CTR Round Trip Frequency shall be entered for each applicable travel tier in the SOI. Travel must be invoiced according to the IDIQ Schedule of Items (SOI) travel tier for the applicable performance year. 5.7.1.2 Multiple Vaults/Septic Tanks in One Run When the Contractor services multiple vaults, septic tanks, or portable toilets on a single mobilization, and is able to complete all work and disposal within a single RT, the Contractor shall price one (1) RT, regardless of the number of units serviced. 5.7.1.3 Multiple Disposal Trips If the Contractor must off-load waste before completing all assigned units, each required disposal trip constitutes an additional RT, to be priced at the applicable IDIQ travel tier. The Contractor shall record the number of required disposal trips in the SOI under “CTR Round Trip Frequency,” and provide disposal manifests supporting each dump. 5.7.1.4 Contractor Responsibility for Determining Round Trips The Contractor is solely responsible for determining and proposing the CTR Round Trip Frequency required to complete the services under this Task Order. The COR is not required to estimate or validate the Contractor’s travel time, travel distance, disposal‑site routing, or the number of required mobilizations. The Contractor shall base its proposed RT frequency on: • Its place of business, • Its disposal facility selection and capacity constraints, • Anticipated tank volumes and pumping requirements, • Site access conditions, and • Any mid‑route dumping requirements.
