FA470426Q7003 – Portable Toilets & Dumpsters Attachment 1 – Performance Work Statement Page 1 of 5 PERFORMANCE WORK STATEMENT Portable Toilets, Hand Washing Stations, and Dumpster Rental 11 July 2026 1. GENERAL: This is a contract to provide the rental and servicing of portable toilets, hand washing stations, and dumpsters. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. Description of Services: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to supply 98 portable toilets, 45 hand wash stations, 11 8-yard dumpsters, and 6 40-yard dumpsters. The contractor shall provide applicable cleaning/maintenance as defined in this Performance Work Statement. The Government has the right to request a surge for additional units and servicing. The Contractor shall be prepared to deliver additional units and begin additional servicing within 24 hours upon notification by the Contracting Officer. 1.1 Background: Provide and perform cleaning/servicing of 98 portable toilets, 45 hand-washing stations, and 16 dumpsters at the locations in Ceiba, Puerto Rico, as well as the one (1) dumpster at Muniz Air National Guard Base. 1.2 Objectives: The contractor shall perform routine portable toilet cleaning, including cleaning and filling of hand-washing stations, and dumpster emptying services. 1.3 Scope: Provide rental and scheduled cleaning service for 98 portable toilets, 45 hand-washing stations. Provide rental and collection services for the 11 8-yard dumpsters and 6 40-yard dumpsters, and keep all items in working condition. The Government has the right to request a surge for additional units or servicing. 1.4 Period Hours of Operation: The contractor is responsible for conducting business between the hours of 0800 to 1600 Monday through Friday, except Federal holidays or when the Government area is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Any closings will be relayed to the contractor via the contracting officer. In the event that the contractor is unable to complete the scheduled work within the normal hours of operation, they shall be responsible for working until any outstanding tasks are completed, at no additional cost. The Contractor is responsible for providing the necessary personnel and equipment required to complete the work within the scheduled hours of operation. -- 1 of 5 -- FA470426Q7003 – Portable Toilets & Dumpsters Attachment 1 – Performance Work Statement Page 2 of 5 1.5 Period of Performance: The Base Period of Performance shall be for a duration of twelve (12) months. The Government reserves the unilateral right, in accordance with FAR 52.217-8 or 52.217-9, to extend the term of this contract by exercising up to three (3) option periods. Written notification of the Government's intent to exercise an option shall be provided to the Contractor within thirty (30) days prior to the expiration of the current period of performance. The total cumulative duration of this contract, including the exercise of all available options, shall not exceed forty-two (42) months. The performance schedule is established as follows: Performance Period Start Date End Date Duration Base Period 17 August 2026 16 August 2027 12 Months Option Period 1 17 August 2027 17 August 2028 12 Months Option Period 2 17 August 2028 17 August 2029 12 Months Option Period 3 17 August 2029 13 February 2030 6 Months The contractor shall provide the contracting officer with a mobilization plan in their proposal to ensure all units are in place and servicing will begin by the performance start date. 1.6 Place of Performance: The work to be performed under this contract will be performed for the 346th Air Expeditionary Wing at: 7934 Antigua Base Naval Roosevelt Route, Ceiba 00735, Puerto Rico; And 200 Jose A Tony Santana, Carolina, PR 00979 (Muniz Air National Guard Base) 2. SERVICE SUMMARY 2.1 Service Schedule: The Contractor shall perform services Monday, Tuesday, Wednesday, Thursday, and Friday at the location in Ceiba, Puerto Rico and Carolina, Puerto Rico. Work shall start and end between the hours of 0800 and 1600. The contractor will provide a weekly servicing schedule and coordinate daily access and escort requirements with TSgt Aurelio McKenzie at (210) 294-0102 to ensure availability of escorts. If unable to get in contact with the main point of contact, please call Lt Mikeeli Hanson at (210) 330-0899. 2.2 Portable Toilet Maintenance Plan: Portable toilets shall be cleaned and serviced every Monday, Tuesday, Wednesday, Thursday, and Friday in accordance with the service schedule in Section 2.1. Cleaning and servicing shall include the bellow requirements: -- 2 of 5 -- FA470426Q7003 – Portable Toilets & Dumpsters Attachment 1 – Performance Work Statement Page 3 of 5 (i) Pump and remove all waste using an approved sanitary vacuum system. (ii) Refill tank with deodorizing and disinfecting solution. (iii) Wash and sanitize interior and exterior surfaces. (iv) Restock supplies (minimum of 6 rolls of toilet tissue and refilled sanitizer). (v) Inspect each unit for cleanliness, structural integrity, odor control, and proper function. (vi) Replace any damaged unserviceable toilets at the expense of the contractor if damage stems from normal wear and tear. (vii) Affix dated service tag inside each unit with technician initials. (viii) Relocate portable latrines to an alternate location using contractor provided equipment, if directed by the contracting officer. 2.3 Portable Handwashing Stations Maintenance Plan: The Contractor shall include the servicing of all portable hand wash stations as part
