Part 1: General Information
1.1. Introduction & Background: This is a non-personal services contract to provide
comprehensive preventative maintenance for the Reverse Osmosis (RO) water
purification systems at the Wright-Patterson AFB Medical Treatment Facility. This effort
includes all tasks and activities necessary to provide water purification equipment support
services.
1.2. Scope of Work: The contractor shall provide preventative maintenance on two (2)
main and two (2) portable Reverse Osmosis (RO) systems. These systems
produce medical-grade water utilized directly in the Hemodialysis Clinic and the Sterile
Processing Department (SPD), requiring strict adherence to healthcare water quality
standards.

Key systems include UV Disinfection Systems, Filtration Components, and the core RO
Systems located in the Hemodialysis Clinic and Sterile Processing Department. The
contractor shall ensure the operational integrity of the equipment in accordance with this
PWS.
1.3. Period of Performance
• Base Year: 31 July 2026 to 30 July 2027
• Option Year 1: 31 July 2027 – 30 July 2028
• Option Year 2: 31 July 2028 – 30 July 2029
• Option Year 3: 31 July 2029 – 30 July 2030
• Option Year 4: 31 July 2030 – 30 July 2031

1.5. Hours of Operation: The contractor shall conduct business Monday through Friday,
except for federal holidays. The contractor must maintain an adequate workforce for the
uninterrupted performance of all tasks during standard operating hours.
1.6 Federal Holidays: Contractor services are not required on the following Federal
holidays.

Part 2: Specific Tasks
2.1. Initial System Assessment
• Within thirty (30) calendar days of the start of on-site contract work, the
contractor shall conduct a complete assessment and inspection of all RO
equipment and systems included under this contract to establish a baseline of
system health.
2.2. Monthly Requirements
• Visual Inspection: Visually inspect RO membranes for any signs of fouling,
scaling, or damage.
• Flow Rate Verification: Check and verify that the flow rate within the RO
system is within specified operating parameters.
• Comprehensive Monthly Sanitation: In accordance with AAMI standards,
perform a full preventative sanitation of the entire water purification system, to
include the RO membranes, storage tank, and the distribution loop/piping. The
process must be followed by a complete freshwater rinse to ensure system
readiness
2.3. Quarterly Requirements
• Inlet Filter Replacement: Replace the Twin System Inlet Filters and the main
RO System Inlet Filter.
2.4. Annual Requirements
UV Bulb Replacement:
• Change the UV bulb in the Recirculation Line UV Disinfection System.
• Change the UV bulb in the Main Supply Line UV Disinfection System.
• Verify UV intensity to confirm proper disinfection performance after bulb
replacement.

Filter Replacement: Replace the Endotoxin Filter and the Carbon Filters.
2.5. Bi-Annual Requirements
Complete two (2) product water trace elemental analyses per year. The analysis must
verify that the water quality meets or exceeds AAMI medical-grade specifications for
patient care.2.6. General Maintenance & Consumables,
• System Monitoring: Monitor the system via audible and visual alarms to detect
any malfunctioning status during scheduled maintenance.
• Preventative Services: Contractor technicians are responsible for routine
preventative maintenance, including flushing and system disinfection, using
appropriate infection control procedures to prevent cross-contamination.
• Consumables & Parts: The contractor shall provide all routine consumables
required for operation, including salt required for water softening. All repair parts
and replacements for the RO products/components utilized during preventative
maintenance shall match existing materials and fixtures, and be new, standard
parts with at least a 90-day warranty.
• Liability: The contractor is not liable for repairs resulting from catastrophic
accidents, neglect, misuse, or facility-related failures (e.g., electrical power,
humidity control) not caused by the contractor.
Part 3: Contractor Qualifications & Standards
3.1. Technical Qualifications
• All services must be performed by technically qualified and authorized service
personnel.
• Personnel must have experience performing scheduled preventative maintenance
and demonstrate a thorough knowledge of the system hardware.
3.2. Company Qualifications
Any qualified company capable of maintaining the systems listed in Section 1.2 may bid
on this service contract, provided they meet the following minimum qualifications:
• Medical-Grade Experience: The company and its service personnel must
possess demonstrated corporate experience maintaining medical-grade or
healthcare-facility Reverse Osmosis systems, specifically those operating under
AAMI (Association for the Advancement of Medical Instrumentation) standards.
