The Contractor shall provide all components required for a complete fencing system and gate rehab to included post/ poles, rope, hardware and any other required items. The existing fence is untreated wood post/poles and rails. Replacement fence is a visual barrier that delineates entrance location, and the 5 Springs location serves as a boundary to the overlook. July 10, 2026 and August 7, 2026 are blackout dates where no work may conducted at the Medicine Wheel National Historic Landmark site. 2.0 Background Within the Bighorn National Forest, located on the Medicine-Wheel Ranger District, the Medicine Wheel / Medicine Mountain National Historic Landmark (NHL) is a major Native American sacred complex and archaeological property used by many different tribes from times before Euro-American contact to the present day. The NHL, 4,080 acres in size, includes a high concentration of integral natural formations and vistas that are perceived as cultural features, traditional use areas, and associated archaeological sites that include one of the largest stone medicine wheels in North America. The NHL is located on the Bighorn National Forest in Big Horn County in north-central Wyoming, just 12 miles south of the Montana border. The nearest town, Lovell Wyoming, lies 25 miles to the west and Sheridan Wyoming is 46 miles to the east. The Medicine Wheel is normally accessible from mid to late June through mid-September. From Sheridan Wyoming, follow US Interstate 90 west for 16.0 miles to Ranchester Wyoming and US Highway 14. For 30.9 miles follow US Highway 14 from Ranchester, WY to Burgess Junction and take US Highway 14-Alternate for 23.7 miles to FSR 12 and travel an additional 1.7 miles on FSR 12 to the Medicine Wheel / Medicine Mountain NHL (Latitude 44°49'24.13"N AND Longitude 107°54'52.98"W). Contractor Requirements 3.0 Technical Requirements / Tasks 1. Furnish all labor, material, tools, equipment and services for all performed work pertaining to fencing as indicated, in accordance with the provisions of this contact/ statement of work (SOW). 2. Furnish and install fencing repair materials (post/poles, hardware, and rope), as per the provisions of this contact/ statement of work (SOW). Applicable Standards: 1. AASHTO M168 2. AWPA U1- Post/Poles shall conform to UC4B Ground Contact Heavy Duty or UC4C Ground Contact Extreme Duty. 3. APWA U1-23 Table 3-1 Guide to commodity specifications for treated wood end uses, arranged by use. 4. EM 7700-15 (Sign and Poster Guidelines for the Forest Service), Section 14.9 Maker's Mark, "Wood posts should be rough sawn standard and better, dry number 1 grade hemlock, spruce, Western Larch, Douglas fir, or Southern or Ponderosa pine conforming to AASHTO M168. 5. Treat posts with water-borne preservative ACA, ACZA, or CCA according to AWPA Standard C14. All lumber shall be pressure treated using the Empty Cell Process as required by the American Wood Preservers Association (AWPA), with copper naphthenate solution. The copper naphthenate shall contain not less than 6 percent or more than 8 -- 3 of 5 -- 4 percent copper in the form of copper naphthenate in petroleum oil, AWPA P9, conforming to AWPA P8 and C1 for oil-born preservatives.
