PERFORMANCE-BASED WORK STATEMENT Well Abandonment I. Introduction and Background The USGS Maryland-Delaware-Washington, D.C. Water Science Center (WSC) conducts monitoring and research studies to support USGS national programs for water resources. Projects may be local, regional, or national in scope, and require the installation and use of monitoring wells to accomplish their mission. The subject well requires special procedures to properly abandon due to the dry dumping of an unknown quantity of bentonite that has bridged at a casing reduction transition. The following scope of work includes procedures outlined by the Maryland Department of the Environment, Water and Science Administration and with agreement by the Talbot County Health Department, Office of Environmental Health through direct communications. The U.S. Geological Survey MD-DE-DC Water Science Center needs a licensed drilling contractor to properly abandon the monitoring well located in Easton, MD. II. Scope of Project A. The selected contractor will abandon the well in accordance with all State, county, and local standards. B. Place of Performance Easton, MD C. Period of Performance Construction must be completed within 30 days. III. Technical Requirements and Deliverables Abandon the well under special procedures and communications to fulfill all compliance requirements found in state, county, and local standards described below. Well Characteristics • Total Well Depth: 371 feet from land surface. • Surficial Casing: 6-inch PVC casing cut 3 feet below land surface to 61 feet. • Lower Casing/Screen: 2-inch PVC schedule 40 from 61 to 371 feet below land surface. • Bridged interval: Approximately 60 feet below land surface and of unknown length. • Water Levels: Approximately 30 – 40 below land surface. Special Procedures • Sealing material pumped continuously using a pipe extended to the bottom of the well from 371 to 205 feet below land surface. • Overdrill the 2-inch portion from 205 to 60 feet below land surface. • Sealing material pumped continuously using a pipe from 205 to land surface. Additional communication requirements by Talbot County. • Scope of work submitted via email a minimum of 7 days prior to the start of work. • 48 hours’ notice prior to the start of work. Derived Waste • All derived waste to be disposed of off-site by contractor. -- 1 of 6 -- Work Site • Work areas to be cleaned by the contractor upon completion of the abandonment. • The ground surface affected by equipment mobilization, drilling, and pumping will be regraded and seeded as necessary. Permits • A Water Well Abandonment Sealing Report completed and submitted 45 days after sealing the well. IV. Site Visit Not applicable. V. License/Liability A. The contractor will be held liable for any damages. B. Contractor must be current on State, county, and local drillers licensing requirements. VI. Evaluation Factors/Other A. Vendors will be evaluated by their ability to technical capabilities and price. B.
